- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation, issued as Request for Quotation (RFQ) W911QY-10-T-0028, for commercial items prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Subpart 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. BACKGROUND: The US Army Soldier Systems Center (SSC), Natick Contracting Division (NCD), has a requirement for a Microscale Combustion Calorimeter (MCC), specialized equipment to be used for characterization of flame resistant materials. Quantity 1 each. Set-up (installation and calibration) with on-site training. Shipping/Delivery. REQUIREMENTS: The Contractor shall deliver and install such equipment in the Thermal Testing Facility lab located in Bldg 110. GENERAL REQUIREMENTS. The contractor's primary focus shall be to deliver, install, calibrate and provide training for potential users. The MCC must be a US manufactured instrument to reduce repair cost and equipment down time, and the risk of damages from shipping and handling. SPECIFIC REQUIREMENTS: The contractor shall deliver, install, and calibrate a MCC, which has the following specifications: (1) The pyrolysis heater shall be controlled by an algorithm based on the heating rate and ramps at a constant rate to a set point temperature, at the controlled heating rates ranging from 0.1 to 2oC per second with a maximum temperature of 900oC. (2) The combustion heater shall have a computer controlled heater for burning pyrolysis gases. The combustion heater shall be able to increase to a set temperature and holds the temperature within 2oC of the set point temperature with a maximum temperature of 900oC. (3) The Mass Flow Controller shall be computer controlled. Nitrogen and oxygen gases are used for maintaining stable and accurate flow rates. Standard mass flow controllers are set to provide100cc/min of nitrogen and 50 cc/min for oxygen. (4) The MCC shall include a compact, oxygen analyzer which is self powered with a 6 second response time and 0-100% oxygen range with a resolution of 0.1% (5) The MCC shall include a cold junction compensation and a temperature calibration software routine to ensure the correct temperatures are reported and reproduced. (6) The MCC shall include a thermocouple which is separate from the oven to allow replacement of the thermocouple and/or oven independent of one another. (7) The MCC shall include a heavy duty (larger diameter post than the stock post) thermocouple assembly. (8) The pedestal which holds the test sample shall have sufficient controls to allow the sample to enter the oven safely without causing damage to the system and seal appropriately to maintain oven temperature. An insertion speed control is desired. (9) The location of the interface control and circuit boards shall allow for (a) easy accessibility to the flow meters and (b) interconnectability to the plumbing. The Government desires the interface control board below the flow controls and flow controls above the circuit boards. (10) The instrument shall contain removable panels to aid in accessibility to parts. (11) The flowmeter and circuit board shall not be hard connected due to excessive strain on the circuit card assembly. (12) The system shall include a computer with Window Operating system, 2 GB of RAM, 320GB Hard drive, and a 19 flat panel monitor. (a) The computer shall have a data acquisition card and software to interface with the MCC in order to provide the data output listed in para (b) below. (b) The windows based software program shall be included to control and monitor the processes and operation of the equipment. The software shall be able to control the heater and flow rates and run an automated test routine that facilitates sampling. The software is required to calculate heat release rates and perform post-test calculations. The values to be reported are: (i) Heat Release Capacity (J/g-K) ; (ii) Peak Heat Release Rate (W/g); (iii) Total Heat Release (kJ/g); (iv) Peak Decomposition Temperature (C); and (v) Char Yield (%). (c) Test data will be saved as text data in files with column header labels so it is easily accessible by other computer programs. (d) No identifying trademarks or manufacturer logos are to be on the screen or on any printed documents. The Government desires to be able to add their own logo and/or set up of data. TRAVEL Shall be in accordance with the Joint Travel Regulations. For more information, please refer to the web site at http://www.defensetravel.dod.mil. DELIVERABLES: The contractor shall: (1) deliver the MCC (Microscale Combustion Calorimeter) with a user manual describing test methods, instrument operation, calibration, and troubleshooting guide, as well as drawings and schematics of the equipment; (2)install and calibrate the MCC using the nylon standard provided by the Government at the time of installation (see Government Furnished Property section); (3)provide twenty five (25) sample cups with the system; (4)provide training to Government personnel who will be using the MCC to explain the theory and operation of the equipment and software; (5)provide maintenance services a.unlimited phone and email technical support at no additional expenses to the government within 24 hours of initial contact); and b.on-site maintenance, when required. The Government requires that the equipment will be operational within two weeks of a problem notification and any software modifications shall be supplied with 30 days of a problem notification; (6)provide software and hardware upgrades to comply with the latest standards for the lifetime of the instrument; and (7)provide a one-year warranty on the system. PERSONNEL QUALIFICATIONS: a. General Experience. The contractor shall have demonstrated experience in and an understanding of thermal testing technologies, theories, and applications. b. Specialized Experience: The contractor shall have demonstrated experience in the installation, calibration, and maintenance of the MCC. All services shall be provided by a highly trained service engineer (field service experience in the field of flammability testing over 15 years and specifically experience working with the MCC for at least 10 years). GOVERNMENT FURNISHED PROPERTY: The government will supply nylon standard to be used during calibration of the equipment. DELIVERY LOCATION All items shall be delivered F.O.B. Destination to Natick, MA, 01760. More detailed information will be provided at time of award. DELIVERY SCHEDULE: The Government desires delivery to be accomplished in Sixty (60) days. The Offeror may propose a different lead time in its offer SECURITY: A security clearance is not required for this work. ACQUISITION APPROACH - This is a competitive commercial acquisition for the award of a single, firm fixed price contract. The award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. Specifically, a best-value trade-off process will be used on this procurement to select the most advantageous offer based on an integrated assessment of both non-price (Technical and Past Performance) and Price factors. STATEMENT OF WORK (SOW) PROPOSAL The submitted proposal shall consist of an overview of the MCC. Offerors shall provide proof that the proposed system has met the criteria stated herein for conformance to form, fit and function. ADDENDUM TO 52.212-1 Instructions to Offerors Commercial Items (SEP 2006). PROPOSAL DELIVERY INSTRUCTIONS- Proposals in response to this Solicitation must be E-mailed to Elaine.M.Scarnici@us.army.mil by the due date of 30 JULY 2010 at 3:00 PME (EST). Questions can only be received by E-mail only. PROPOSAL PREPARATION INSTRUCTIONS - All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal and provide adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Offerors are limited to submitting complete proposals. No partial system offerors will be considered. Offerors proposal shall comply with the following: OUTLINE- A written technical proposal must be submitted. The offeror is required to submit the following information: Technical Specifications on the equipment Photos of the interior and exterior of the instrument Schematics to include all of the utility connections and requirements Functional block diagrams to include the gas flow Resumes or statement of qualifications of service technicians Location of service technicians Current billing rates for repairs (this will be used to evaluate life cycle costs as repairs within the first year are covered under warranty) Price list of replacement parts. The offeror is required to submit information including contact information for similar services performed for other customers. A price proposal is required to be submitted by offeror. Proposals received after the receipt deadline will result in the proposal being deemed unacceptable and therefore will not be evaluated by the government. Also, please carefully read FAR Clause 52.212-1, Instructions to Offerors Commercial Acquisition. The Government will evaluate the Offerors capability accordingly. Offerors are advised to ask the contracting officer for clarification of any part of these instructions that they do not understand. CLASSIFIED DATA- No classified data shall appear in the proposal and shall not be submitted electronically. Should an Offeror believe a need exists to provide classified information to support their proposal, separate instructions will be provided for submission of classified information in the solicitation. Contact the Contracting Officer for information on submitting classified data. TECHNICAL DATA A written proposal shall be provided that does not exceed 10 pages (one sided, single spaced, 12 font) describing the strengths of the approach to meet or exceed the requirements. PAST PERFORMANCE - Offerors shall submit a list of all Government and non-government contracts of users to include: contract number, name of agency or company, point of contact name and phone number, contract award date and period of performance, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as contracts for efforts involving a deliverable similar in nature to the one required by this solicitation. Data concerning the prime offeror shall be provided first followed by each proposed major subcontractor, in alphabetical order. PRICE / COST - The offeror must submit a complete price proposal for this requirement. Offerors shall submit a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, unless a completed copy of these provisions is available online at ORCA. FAR 52.212-2 EVALUATIONCOMMERCIAL ITEMS (JAN 1999) - The Government will award one contract as a result of this solicitation, but reserves the right to award no contracts, if no offers are found to be acceptable for award. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of offeror to meet the Government requirement; (ii) past performance; (iii) price/cost (see FAR 15.304) Technical and past performance, when combined, is significantly more important when compared to price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All proposals will be evaluated by a team of Government employees. Factors to be Evaluated: Factor 1 Technical Approach. Factor 2 Past Performance. Factor 3 Price, The relative order of importance of the evaluation factors is as follows: Technical Approach is more important than Past Performance. The non-Price factors combined are significantly more important than the Price factor. Offerors are cautioned that award may not necessarily be made to the lowest price offered. ACCEPTABLE: The proposed MCC meets ALL of the specific technical requirements stated above. Requirements that are most significant are: (1) separate thermocouple and oven assembly; (2) separate interface control boards; (3) removable panels to access parts; and (4) location of the interface control and circuit boards which allow for easy accessibility to the flow meters and interconnectability to the plumbing. The proposed MCC meets the desired features stated above in the specific requirements section. The contractors qualifications demonstrate the specialized experience requirements. The contractors past performance demonstrates successful/timely repairs or resolutions to problems. UNACCEPTABLE: The proposed MCC does NOT meet ALL of the specific technical requirements stated above. The contractors qualifications do NOT demonstrate the specialized experience requirements.
