- Description
- The U.S. Geological Survey, National Geospatial Programs Office has a requirement for LiDAR data in several areas of Kansas. The coverage area will be approximately 2,500 square miles, covering portions of the following counties in Kansas: Jewell, Mitchell, Nemaha, Harvey, Lyon, Morris, and Chase. The USGS has the opportunity to obtain all this LiDAR data from the Kansas Information Technology Office at approximately 20% of the cost of the entire project because other agencies and local governments are contributing to this project. The LiDAR data shall be collected to the following specifications: 1) multiple discrete returns capable of at least 3 returns per pulse 2) resolution = 1.4 meter GSD 3) vertical accuracy of the LiDAR data will be assessed and reported in accordance with the guidelines developed by NDEP; these guidelines may be found in Section 1.5 of the Guidelines document at: http://www.ndep.gov/NDEP_Elevation_Guidelines_Ver1_10May2004.pdf 4) vertical accuracy requirements are: fundamental vertical accuracy (FVA) is less than or equal to 24.5cm ACCz, 95%(12.5cm RMSEz); consolidated vertical accuracy (CVA) is less than or equal to 36.3 cm, 95th percentile (18.1cm RMSEz); supplemental vertical accuracy (SVA) is less than or equal to 36.3 cm, 95th percentile (18.1cm RMSEz) 5) Horizontal accuracy: 0.6 meter RMSE 7) flight timeframe: December 1, 2010 through March 1, 2011 for leaf-off conditions; ground will be snow free and without any flooding or inundation. The data delivery date to the USGS shall be approximately November 30, 2010. All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, and in accordance with 41 U.S.C. 253, implemented by FAR 6.302-1, the government considers the item specified as a sole source from the Kansas Information Technology Office, 900 SW Jackson St, Topeka, KS 66612-1212 and proposes to negotiate with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-response to this request without further consideration. Affirmative response shall be received by this office by close of business August 10, 2010 by 3:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
