Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a request for quotation (RFQ). Reference RFQ number DE-RQ65-10WG88089 on all documents. The solicitation document and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-44. This is a 100% Small Business Set Aside for NAICS 811310 with a size standard of $7.0 M. This is firm-fixed price procurement and will be procured using commercial procedures. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region (DSWR) requires the following: 1. Removal of oil from transformer PPK KU2A which is a 1991 North American Transformer 345/230/24KV Autotransformer with two conservator tanks serial #90163-A 2. Removal and replacement of all gaskets 3. Oil processing according to ASTM & IEEE C57 Standards for EHV transformers. 4. Testing will consist of Power Factor, TTR, DGA oil tests, polarity, ratio and saturation tests on all CTs. Any CT leads lifted shall be marked. Test Results shall be documented in a report and a copy provided to Western at the conclusion of said work. 5. Western will isolate and ground transformer. FOB Destination to zip code 85054. Contractor shall coordinate work schedule with the Contracting Officer Representative upon award of contract. All requirements stated in the Performance Work Statement shall begin no earlier than January 10th 2011 and be completed no later than March 1st, 2011. The applicable FAR clauses/provisions are an attachment to this announcement. FAR Clause 52.212-2, Evaluation Commercial items applies to this acquisition. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering schedule, price and past performance factors. Schedule and past performance combined are more important price when evaluating the quotes. Contractor shall submit with their offer, at least 3 (three) references for past performance for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Item, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items attached to this announcement. Contractor shall acknowledge in their quote that their ORCA (Online Representation and Certification Application) is current and up to date. Located at: https://orca.bpn.gov/.
