Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Nikon, for a Fluorescence Microscope, prepared in accordance with format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested & a written solicitation will not be issued. Submit offers on NOI-RML-10034. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 dated 07/08/2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) FAR Part 12 - Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 333314 and the size standard is 500. SCHEDULE: The Rocky Mountain Laboratories (RML), Laboratory for Persistent and Viral Diseases (LPVD) has a need for the following: NIKON Evolve, Intelligent, 10 MHz Digital Monochrome Camera with charge multiplication gain capability; Air cooled; TI-U Inverted Microscope and components. LPVD is involved in studying of the Transmissible Spongiform Encephalopathy (TSE) diseases, also known as prion diseases. Prion diseases are fatal neurodegenerative diseases that include bovine spongiform encephalopathy (mad cow disease) in cattle, and Creutzfeldt-Jakob Disease in man. Many lines of evidence suggest that an aggregated, protease-resistant form (PrPSc) of a host protein called prion protein (PrPC) comprises a substantial part of the infectious agent, or is in fact the infectious agent itself, which has been termed a prion. A number of fundamental aspects of prion pathogenesis have yet to be understood including: 1) determining mechanisms by which prions infect cells; 2) identifying where prion replication occurs within cells; 3) determining how prions are trafficked within and between cells; 4) elucidating mechanisms of neurodegeneration associated with prion infection; and 5) understanding the trafficking and functions of the normal host prion protein. Fluorescence microscopy is a powerful technique that is the best method to investigate these questions and many of the reagents and methods necessary to study prions by this technique have already been developed. We are using two Nikon microscopes controlled by Nikon NIS-Elements software in our studies to perform widefield and confocal fluorescence microscopy. To improve image quality and expand the number of fluorophores we can image, we need to upgrade the microscope stand for our widefield microscope. On our Nikon confocal microscope, we need to upgrade to an ultra-sensitive EMCCD camera with precise quantitation capabilities and a faster, more powerful computer to control our confocal imaging system along with its numerous peripheral devices. Delivery of product and all components to Rocky Mountain Laboratory (RML) following the award must be received at RML by 10/01/2010. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, and the best value to the government.
