- In accordance with FAR Part 5.203, the Social Security Administration is publishing this pre-solicitation synopsis notifying interested parties of its intent to release an RFP for Information Technology (IT) professional services in support of Social Security Administration?s (SSA) Helpdesk ? HDISS requirement. This will be a 100% Small Business set-aside. SSA anticipates awarding a firm-fixed-price contract with a period of performance of one-base year and provisions for six one-year option periods. Request for Proposal (RFP) Number SSA-RFP-11-1001 will be released on or about 15 days after publication of this notice. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). There will be a site visit approximately 14 days after issuance of the RFP. This program is ongoing and requires the contractor to provide technology support services for all 64,000 SSA employees. This service has been broken down into three separate service areas. Service Area 1 requires the Contractor to operate and maintain the SSA Technology Assistance Center (STAC) and the ESEF Help Desk, help desk facilities located at the SSA headquarters campus in Woodlawn, Maryland. Service Area 2 requires to Contractor to provide technical assistance, problem resolution and troubleshooting support to the Office of the Commissioner (OC) Senior Executives and support personnel located at SSA headquarters in Baltimore, Maryland and to the OC and Executive level staffs in various offices in Washington, DC, the Office of the Chief Information Officer (OCIO) staff located in Baltimore, MD and Washington, DC; the Office of the Deputy Commissioner for Systems (ODCS) front office staff, and the Office of the Deputy Commissioner for Disability and Adjudicative Review (ODAR) front office staff in Baltimore. Service Area 3 requires the contractor to provide quality web-based support to all web developers and designers at SSA during normal business hours.
