Description
NASA/JSC has an immediate requirement for six (6) Time Triggered Ethernet (TTE)Development Switches, eight (8) TTE network interface cards, a TTE development system,optical cables, and a small form factor pluggable (SFP) module. These products will beused as the network protocol for the Orion vehicle On-Board Data Network (ODN), and willbe used for testing of the TTE protocol for risk reduction on the Orion Project.NASA/JSC intends to purchase these products directly from the manufacturer, TTTech NorthAmerica, Inc. It is understood that these systems are only offered through themanufacturer, as the developer of the original Time Triggered Protocol. TTTech is alsothe only company which has adapted the protocol to Ethernet. All the knowledge isproprietary to TTTech. TTTech North America, Inc., is classified as a small business. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon the above-specified date. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable in response to this notice. Communications are tobe sent to the posted e-mail address for the Contracting Officer. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note 'B'.
