Description
The U.S. Geological Survey (USGS), Earthquake Hazards Center, has a requirement for the implementation of real-time monitoring of structural health in VA hospitals and state-of-health based earthworm, network architecture including easy-to-use graphical interface. This is a system to monitor the state-of-health of a building during seismic shaking. The desired system will have four major components, each with many sub-components. (1) The first major component is the sensing and digitizing system itself, which is not specified here, but can be any vendor's hardware. (2) The second major component is the Structure Monitoring System Processor (SMSP),which is a computer running Linux that performs all computations, alarming, and provides long term recording of the data from the digitizers. There is an SMSP computer located at each structure. (3) The third component is the On-Site Display, which will be a separate computer at each structure that can run an application that shows the current status of the structure's health and the state of health of the system as a whole. (4) The fourth, and final, major component of the system is the USGS Central Server which connects to and receives data from all of the Structure Monitoring System Processors and allows an engineer to monitor many buildings and structures simultaneously and decide if the data provided is correct and allows them to take necessary action. The Government anticipates award of a commercial, Firm-Fixed Price type contract using the procedures of FAR 13.5 (Test Program) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." The Request for Quote (RFQ), number 10WRQQ0264, will be made available through the Government-wide Point of Entry (GPE) on or about 03 August 2010, in accordance with Federal Acquisition Regulations (FAR) 5.102(a)(1). A formal solicitation is not available for release at this time. All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, as well as, the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ to be considered for award. Responses must be in writing, by e-mail to the Contracting Officer at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-42, Effective 16 July 2010. This requirement is set-aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, and the size standard is $25.0M.
