Description
The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland intends to negotiate and award a purchase order using simplified acquisition procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items on a sole source basis under the authority of FAR 13.501 (a) with Optical Gaging Products, Inc in Rochester, NY for the purchase of an Etalon Laser Tracer System. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. The Large Scale Coordinate Metrology (LSCM) Group provides the nation's highest accuracy dimensional calibrations to US industry for length dimensions over one meter. The LSCM group's current need requires a laser interferometer - which by international convention is the realization of the unit of length, i.e. the meter - to calibrate long length standards. Furthermore, the configuration of the calibration facility requires that the interferometer be of a tracking variety so that the moving retroflector can avoid physical obstructions without breaking the inteferometric laser beam. The metrology applications require a very high accuracy spatial displacement measurement capability with an expanded (k=2) uncertainty of 0.2 µm + 0.3 µm/m (0.0002 mm + 0.0003 mm/m) or less. In particular, this specification requires an uncertainty no larger than 0.5 µm (0.0005 mm) at 1 meter - a metrological requirement needed for testing NIST Coordinate Measuring Machines (CMMs). NIST requires this because NIST requires the highest accuracy instruments available to perform our calibration service. The only tracking interferometers that have adequate accuracy for the LSCM group's calibration needs are laser tracers. This instrument - because of its fundamental design difference from laser trackers - was specifically invented by National Measurement Institutes to meet their extremely high accuracy applications. There is only one company in the world licensed to employ this patented technology: Etalon of Braunschweig, Germany. Optical Gaging Products - OGP - is the sole representative of Etalon in the United States. There are no other distributors of this class of interments in the United States. There are no other types of instruments that have the mechanical design characteristics that eliminate uncompensated bearing runnout which is a source of measurement errors. Hence, for the specific LSCM group calibration need, the Etalon laser tracer is the only instrument that can meet our needs for accuracy requirements and OGP is the only source of this instrument. This patented unique feature allows the tracer to remove runout errors associated with the rotation of the head - no other devise on the market has this capability. Etalon AG is the manufacturer of this patented laser system. Optical Gaging Products, Inc. is the only authorized distributor of this patented system for the USA, and, therefore, has exclusive rights to supply this equipment. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 11, 2010 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
