Description
The VA intends on negotiating SOLE SOURCE with USFin for work associated the asbestos abatement on 3 West and 4 West as indicated on the contract drawings and specifications at the Richard L. Roudebush VA Medical Center located at 1481 W. 10th St, Indianapolis, IN 46202. Although the 4 West C-Wing area will be vacant during asbestos removal, the 3 West C-Wing area is an occupied area. The abatement in this area will need to be coordinated with the hospital and a detailed abatement schedule will need to be submitted. (Staff and patients will vacate certain rooms per a schedule approved by VA). VA can only give up approximately 2 rooms at a time for abatement in the 3 West area. Once a particular set of rooms is abated on 3 West and clearance is received, the staff will move back into those rooms and the contractor will be given the next set of rooms and so on until the abatement is completed. There will most likely be a day of downtime by the abatement contractor per each set of rooms until VA can get the one set of rooms house cleaned (rooms just abated) and patients moved out of the next set of rooms. Weekend work shall be required as the 3 West ward usually has a lighter patient load over weekends and we may be able to work out giving more rooms to the abatement contractor over a weekend. Contractor also has the option of working on the abatement on the 4th floor concurrently during downtime on the 3rd floor. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 16.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://ccr.gov, and http://orca.bpn.gov to be eligible for award. Bidders MUST ensure registration in these websites are accurate and have not expired. Project magnitude is $25,000 - $100,000. The NAICS code is 562910. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. Award is subject to the availability of funds.
