Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX10T0102. This acquisition is issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-42 (iv) This acquisition is for full and open competition. The associated NAICS code is 511210. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): (vi) Description of requirements: - The Contractor shall provide an integrated vibration analysis system including acquisition hardware and test/analysis software. - The system shall support single reference modal analysis using either shaker or impact hammer, perform basic operational modal analysis and measure operational deflection shapes. - The Contractor shall ensure that the acquisition hardware is integrated into a single portable frame. - The acquisition hardware shall allow for frequent transport between Army sites, and the Contractor shall ensure that the total hardware weight is less than 40 lbs. The hardware shall include at least 48 input channels and be expandable up to at least 64 channels with Bayonet Neill-Concelman (BNC) (preferable) or LEMO (high quality push-pull circular types) connectors. - Each input channel shall support IEPE (Integrated Electronics Piezo Electric, also known as ICP) transducers in addition to standard +/- 10V signals with AC/DC coupling. - Each channel shall also support the Transducer Electronic Data Sheet (TEDS) standard. - Each channel shall include optional high-pass filtering and support input frequencies in excess of 5 kHz. - Each channel shall have an overall dynamic range of at least 160dB using a minimum number of input ranges. - The Contractor shall ensure that the system has indicators and protection mechanisms for overloads, out-of-range inputs, and open circuited sensors. - The Contractor shall ensure that the system has at least 2 output channels (+/-10 V) supporting fixed sine, swept sine, stepped sine, and random (continuous and burst) excitation. - The Contractor shall ensure that the system has data communication with acquisition hardware that is over Ethernet from any Windows PC meeting minimum requirements. - The modal analysis software shall include tools for generating Frequency Response Functions (FRFs) from fixed sine, swept sine, random (continuous and burst) excitation, and stepped sine; perform modal parameter estimation using polyreference and other state-of-the-art analysis techniques; include tools for performing validation of modal parameter estimates; and animate geometry based on FRFs and modal estimates. - The Contractor shall ensure that the supplied software is designed specifically for the data acquisition hardware. The Contractor shall ensure that any software licensing is done using a USB key, such that data acquisition and analysis duties are transferrable between multiple PCs. - The Contractor shall ensure that all data acquisition and analysis software is compatible with the Windows XP and Windows 7 (64 bit) operating systems. - The Contractor shall ensure that the acquisition, analysis and validation software has an integrated and versatile package that allows rapid setup and testing and follows the actual workflow. The Contractor shall ensure that the analysis software has the capability to run as a stand-alone application for processing of externally acquired data. - The modal analysis software shall include tools for generating Frequency Response Functions (FRFs) from fixed sine, swept sine, random (continuous and burst) excitation, and stepped sine. The software shall have the capability to perform analysis of impact testing and include detection of poor impacts and out-of-range conditions. - The Contractor shall ensure that the software has a clear graphical user interface (GUI) that follows standard Windows paradigms and allows an untrained technician to expeditiously learn how to run modal tests. The Contractor shall ensure that Contextual help documentation is embedded in the software for access during testing and analysis. - The Contractor shall ensure that the software has the capability to sort, filter and view large amounts of acquired data and includes features to edit time data to facilitate rapid processing on a subset of the measured data. The Contracor shall ensure that the software has the capability to include data from multiple runs for modal analysis. - The software shall allow the user to simultaneously view and compare large numbers of FRFs. The Contractor shall ensure that the displayed plots are customizable and are capable of being exported into formats compatible with Microsoft Office. -The software shall present clear stability diagrams with features that assist in the selection of true physical modes. The software shall also include automated mode selection. - The Contractor shall ensure that the analysis software has the ablility to to perform accurate modal parameter estimation using polyreference and other state-of-the-art analysis techniques. -The software shall include tools for performing validation of modal parameter estimates and mode shapes, including comparison of synthesized FRFs with measured data. Calculated mode shapes have the capablilty to be displayed by animating geometry and plotting of color contours on deformed and undeformed geometry. Tools shall also be included for comparison of the calculated mode shapes. - The software shall include tools for simple modeling of geometry using unlimited numbers of points, lines and surfaces. The Contractor shall ensure that Slave degrees-of-freedom (DOFs) are available and controllable by single Master DOF or interpolated from multiple DOFs. - The Contractor shall ensure that the software has the capability to export time date, FRFs, mode shapes and geometry in formats compatible with Microsoft Word, Power Point and Excel. Also, the software shall have the capability to store setup information and acquisition settings for use in other tests. - The Contractor shall ensure that the supplied software is designed specifically for the data acquisition hardware. The Contractor shall ensure that any software licensing is done using a USB key, such that data acquisition and analysis duties are transferrable between multiple PCs. (vii) Delivery is required ASAP. Delivery shall be made to US Army Research Laboratory, Building 434, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at the same location. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Failure to provide adequate information may result as being non compliant and not considered for award. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three records of sales from the previous six months. Offerors shall identify a point of contact (POC) for each sale by providing a name and telephone number so that each POC can be contacted and asked about their experiences with offerors quality, ease-of-use, and integration of the supplied software; significant consideration will be applied to those aspects in the evaluation process. Failure to provide adequate information may result as being non compliant and not considered for award. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: none.
