Description
RFP 129647 Pacific Northwest National Laboratory (Battelle) Duplicating System Technical and Operational Requirements Statement of Work This document outlines the technical and operational requirements that must be addressed by all vendors submitting proposals for a new duplicating system at the Pacific Northwest National Laboratory. Overview Being a national laboratory, a large part of our work centers on technical documents associated with research and development projects. The system being proposed needs to have the capability of accurately printing both administrative and scientific documents containing a variety of graphics, colors, scientific equations and photographs. Our desire is that it be a turnkey system with very little customization necessary to be up and running in our environment. In order to better outline the specific requirements, this document has been divided into four sections including 1.) Base Configuration, 2.) Customer Capabilities, 3.) Infrastructure, and 4.) Service. Base Configuration The system will support one copy center The center requires a system that supports the following capabilities: • Must have capability to view and manipulate jobs before releasing for print • Staple binding on all machines • Document merge • Index tab printing capability • Electronic mailing list merge • Remote out to satellite devices located on the LAN • Expandability that supports additional color and black and white output devices to accommodate growth 1. One (1), black and white output device capable of the following: o Up to 110 copies or prints per minute on 8.5" x 11" paper and 55 copies or prints per minute on 11" x 17" paper. Able to feed stocks weights from 16 lb. Bond to 140 lb. index (52 gsm to 253 gsm). o Capable of producing an Average Monthly Print Volume of 200,000 8 ½" x 11" equivalent-size prints per month (this is not the Duty Cycle but the Average Monthly Print Volume rating). o Able to feed stock sizes from 4" x 6" to 13" x 19.2". o Able to feed and print on tabs, preprinted offset, transparencies, carbonless and coated stocks. o Total paper capacity of 8,050 sheets o A post process sheet inserter with a 200 sheet capacity. o Multi position single, dual 100 sheet variable length stapling o 2 and 3 hole punch o Built in bi-directional de-curler o Stacker capacity of 3,000 sheets o Top output tray capacity of 500 sheets o Up to 2400 x 2400 dpi resolution with halftone screen of 106 lpi or 150 lpi. o Front to back registration +/- 0.7mm (operator adjustable) o Emulsion Aggregation Toner o Bates stamping o Pad Printing o Scanner/Document Handler  Dual Head Scanner  100 impressions per minute black and white scanning, simplex or duplex  Color scanning  Scan in industry standard PDF (searchable text/OCR), JPEG, TIFF or multi-page TIFF  Scan to Email with Mail Delivery Notification  Supports LDAP  Scan to Network File Server  Selectable High Compression Scanning (MMR, MH, JBIG2 Arithmetic, JBIG2 Huffman, MRC)  250 sheet Duplex Automatic Document Feeder  Feed 16 lb Bond to 110 lb Index (52gsm to 200 gsm) o Print Server  Minimum 2 GB Memory  Minimum 160 GB, SATA Hard Drive  DVD Writer/CD Writer  Simultaneous spool, RIP and print of files  Able to hold, interrupt, proof, reprogram, and forward jobs  Able to process jobs through hot folders and JDF job ticket  Imposition capabilities  Up to 250 print queues  Stock library  Exception Page Programming to quickly set up complex jobs with tabs, insertions, covers, and other special pages  Mixed stock programming  Remote workflow and system administration  Tab integrity (auto-purge and tab recovery)  Reprint-on-demand  File formats supported: • PostScript level 1, 2, or 3 per the PostScript language Reference Manual Supplement v3017 • Adobe Portable Document Format • TIFF v 6.0, native and multi-page. • PCL5c, PCL5e, and PCL6XL class 2.1 (Hp LaserJet 4500 emulation • ASCII • Personalized Print Markup Language (PPML) Version 2.1 Graphic Arts subset 2. The equipment must have the capability of receiving electronic files via print driver over the local area network (LAN). All print jobs should have the capability to be divided and routed to any printer in the center. The system must be capable of receiving documents directly from software applications located on customer workstations attached to the LAN without the need for printing to intermediary files such and.prn or.pdf formats. General capabilities for all units should include: • Operation on 115-or 220-volt, 60Hz, AC electrical current • Clearly indicated when energized • Effective operation/reproduction with recycled paper (minimum 50% waste paper including 20% post consumer recovered material) • Simultaneous receive, processing and printing of jobs • Page exception programming • Inline imposition • Preview, Display, Edit job capabilities • Spooling, streaming, and output options for flexible queue management • Independent side one and side two image adjustment • PDF job preview • Security: o Encrypted Job Submission mode o Address Access Filtering o Strong passwords supported • Ability to print onto following paper types: o Coated paper (gloss, matte, dull, silk) o Uncoated paper o Recycled o Perforated o DocuCards o Magnetic Cards o Cut tabs o Transparencies o Labels o Synthetics o Carbonless o Window clings o CD labels • Ability to feed mixed media within a job Site Visit: Prior to the proposal of this contract PNNL staff will schedule a visit to each vendor meeting the contract requirements for an equipment demonstration. Vendor shall provide a location within 250 miles of Richland, WA for this demonstration. Customer Requirements A majority of our customers proof their documents using a local printer, most of which are manufactured by Hewlett Packard (HP). Once documents have been proofed and approved, they are then sent to the Duplicating Center for reproduction via the appropriate driver. These drivers must be accurate and well written so as not to change the layout of the document. An option to print via PCL or PS is Required. Once sent to the Duplicating Center a document must be able to be proofed electronically by both the duplicating staff as well as the customer prior to final printing. Infrastructure Capabilities The system must be compatible with TCP/IP network and have the ability to receive documents from Windows, Macintosh, and Unix operating systems. It is required that the system have electronic job ticketing capabilities that supports standard and customizable job costing. It is required that the system have a standard API via which job ticketing/job cost information could be extracted and sent electronically to our internal accounting system for customer billing. All systems on the network must be able to receive the latest security updates to guard against vulnerabilities or they will not be allowed on the network. All Windows systems must be Windows XP Professional or newer. Service Customer service must be readily available for the system in terms of both hardware/software repair/replacement as well as phone support for answering technical questions associated with day to day operations of the system as it relates to our environment. During the first three months of machine installation the vendor must provide a system analyst and/or trainer who is knowledgeable and capable to train personnel on all machines. The vendor shall provide sufficient personnel for proper servicing of all installed equipment including network connectivity and operation as appropriate; service personnel must be employed by the manufacturer and certified on each model installed. Maintenance shall include all services, including but not limited to labor, parts, training, supplies, preventative maintenance, emergency repair services, and any/all services required to maintain all copiers covered in good working order as required in this statement of work. Replacement parts will be manufacturer's new or equal to new performance. Excluded from preventative maintenance are any/all repairs as a result of damage from abuse or misuse to copiers caused by other than the vendor. The vendor will schedule preventative maintenance services per manufacturer's requirements during working hours to ensure equipment remain in proper working condition. The vendor will ensure that an adequate supply of repair/replacement parts is available to accommodate life-cycle repairs. If repair parts are not available the vendor will order the parts and have them shipped over night to ensure equipment is repaired during the 24-hour time frame. The vendor will respond within 4 hours, to verbal/telephone service calls designated as critical. Standard on-site response time will be 4 hours Additional service requirements will include:  Must provide manufacturer analyst support for initial system set-up and configuration and ongoing support.  Equipment must be maintained by manufacturer trained and employed technicians.  All repair parts to be original equipment manufacturer parts.  The cost of all repair parts including shipping will be included in the quoted service costs. Replacement of Copiers During the contract period, should the repair record of any copier reflect any downtime in 4 or more working days in any calendar month, a determination may be made by PNNL to replace the initial copier with a like copier, or to have the vendor certify on the repair record that sufficient repairs have been made to preclude continuing abnormal breakdowns. In those cases where a repaired copier continues to break down, the vendor will grant credit or reimbursements at the rate of the average daily charge, times the total number of days certified by PNNL as downtime. PNNL will not pay the monthly copier cost(s) if the vendor fails to maintain the copier(s) in good operating condition; fails to respond to service calls; or fails to maintain a crew of experienced, qualified, and trained service personnel in sufficient numbers to actively and efficiently service and support the equipment covered under the resulting contract. Also, PNNL will not pay the guaranteed minimum monthly volume for reasons "beyond the control" of PNNL. An example shall include, but not be limited to, the following: delays in removal of equipment by the vendor, barricaded facilities, facility emergencies, and/or security emergencies. Supplies The vendor will ensure that each copier is furnished with enough consumable supplies (all supplies required to maintain copier including but not limited to toner, developer and oil; does not include paper or staples) to produce a volume of copies equal to the upper limit of the copier. This will include any item such as fuser oil, toner, developer, waste toner receptacles etc. In addition, the vendor will respond to verbal requests for additional consumable supplies under the following conditions: 1) requester states the copier that needs supplies; 2) supplies will be delivered during working hours; and 3) there will be no delivery or other additional charges. Upgrades Upgrades to hardware or software technology will be included in the lease. This will be separate from operating system upgrades and security updates which are necessary to comply with PNNL Network and Computer Security regulations. Equipment software shall be kept at current vendor release. Warranties Any warranties for purchased duplicating equipment should be a term of no less than three years and will include coverage for all parts and onsite labor. Warranties will cover all printers and parts as well as any computers or other hardware provided by the vendor necessary to maintain a fully functioning duplicating center. Lease/Rental Prices should be calculated on a four year lease (or rental). Equipment Delivery Equipment will be delivered no later than 20 working days after contract/lease award date. If the equipment is not delivered within the 20 working day period described above, Pacific Northwest National Laboratory will rent copiers comparable to the copiers ordered from the vendor on an open-market basis until delivery and the vendor completes installation. The vendor will deduct the additional PNNL cost of open-market rental including delivery, removal, and supplies from the monthly contract cost. The vendor will have adequate numbers of trained personnel on site during the initial installation period to resolve problems as they arise. The initial installation period will continue until all initial problems are resolved. Environmental Compliance PNNL asks that all vendors meet the environmental standards listed below. for copiers and printers: • Equipment accepts commercial grade, 50% post-consumer recycled content paper • Equipment default setting is double-sided copying • Equipment meets U.S. Environmental Protection Agency ENERGY-STAR standards as listed at http://www.energystar.gov/index.cfm?c=bulk_purchasing.bus_purchasing#elect • Equipment suppliers provide a packaging return program or package their products in materials recycled at PNNL Proposal Evaluation This is to be a Fixed Unit Rate Fixed Price Contract with a Not To Exceed total, Award will be determined upon the best price proposed and meeting 100% of the requirements listed above.
