- The Naval Surface Warfare Center Carderock Division (NSWCCD)Philadelphia intends to solicit proposals on an unrestricted basis to develop a revolutionary new prototype HVAC System for Future Surface Combatants consisting of a Fan Coil Assembly (FCA), size FCAX 25, utilizing state-of-the-art aerodynamic and permanent magnet technology, which is lightweight and reduced in size. The fan coil assembly shall be a complete assembly that contains all components necessary for providing cooling and air recirculation required to satisfy compartment environmental design conditions. The assembly shall consist of a fan and a variable speed motor, a variable speed controller, air filter, thermal and acoustic insulation, BACNET protocol control system, and a chilled water cooling coil. The fan coil assembly will be exposed to a full series of tests. Any additional specifications for the prototype will be listed in the solicitation. The resultant basic award will be a Large, Cost-Plus-Fixed-Fee (CPFF) - Completion type contract. The Government intends to evaluate competitive offers on a best value basis. The period of performance to develop the prototype is eighteen (18) months. The NAICS Code for this procurement is 238220 with a size standard of $14.0 Million. This announcement does not constitute a solicitation.
