Description
This publication serves as notice of intent to procure service from Colville Confederated Tribes for the US Department of Commerce, NOAA, National Marine Fisheries Service for (Background/scope) The intent of this contract is to create a data management infrastructure that will facilitate timely and effective data sharing with NOAA Fisheries and regional partners in Endangered Species Act re-covery planning and management. Improved data management and sharing is essential to support NOAA Fisheries' management responsibilities under the ESA including effectiveness evaluations of actions required under the Federal Columbia River Power System (FCRPS) Biological Opinion, and conducting regular assessments of the viability of listed salmon and steelhead and progress to-ward recovery. This project will continue work funded under a 2008 NOAA contract to ensure that the Colville Tribes' monitoring data are properly documented and regularly integrated into the NOAA Northwest Fisheries Science Center's (NWFSC) salmon databases. The Status Trends and Evaluation Monitoring (STEM) databank was developed by the NWFSC and is the central repository for several regional data collection efforts including the Integrated Status and Effective-ness Monitoring Project (ISEMP) for the Upper Columbia River. This contract will allow the Col-ville Tribes to incorporate their Okanogan Basin Monitoring and Evaluation Program (OBMEP) data collected in the years 2004-2009 in a format that can be submitted to the government for im-porting into the STEM and ISEMP databanks. Objectives. This contract will build upon the accomplishments of the 2008 contract which completed the pro-gramming of the OBMEP database as well as programming the routines for importing OBMEP data into the STEM and ISEMP databases. This new contract will support the Colville Tribes' coordination with the NWFSC to get all 2004-2009 OBMEP salmon status and trend data imported into the STEM database. This result will en-sure that the Colville Tribes salmon population and effectiveness monitoring data are accessible to NOAA Fisheries and regional recovery partners. In addition, this contract will include incorporating a meta-data tool as part of the OBMEP database to ensure that all shared data are properly docu-mented and interpretable. Scope. This contract will provide NOAA Fisheries and regional ESA recovery partners access to the Col-ville Tribes OBMEP data for 2004-2009. The database infrastructure and streamlined processes developed through this and previous contracts will facilitate efficient and automated data sharing in future years. Tasks. • Coordination with NWFSC staff on integrating OBMEP data into the NOAA STEM database • Develop protocol and metadata documentation for all OBMEP data consistent with the ISEMP and STEM databases and other regional standards. • Export OBMEP data from 2004-2009 to the NOAA STEM database. Deliverables. • Export OBMEP data from 2004-2009 to the NOAA STEM database by March 2012 • Complete metadata documentation for 2004-2009 OBMEP data by March 2012. Place of Performance. Confederated Tribes of the Colville Reservation Fish and Wildlife Department-Omak 23-Brooks Tracts Rd Omak, WA 98841 Period of Performance. From date of award to September 30, 2012. Transportation and Travel. Travel in support of the listed tasks is authorized. Contractor shall be paid as a direct cost in ac-cordance with the Federal Travel Regulations. Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government.
