- Attendance sheet Amendment No. 2 is hereby issued to answer Request For Information (RFI) and post the attendance sheet from the Pre-Proposal Conference. Question 1: Does the Project include Electronic Security meaning ( Video Surveillance, recording, monitoring and Access Control? Answer: Yes. Question 2: Does the project include Building Automation Services? I.E. HVAC Controls etc. Answer: Yes. Question 3: Regarding Factor 1 (Past Experience on Similar Projects - Page 9) It says: "At least one project must be for a secured facility that has security features. Offerors must describe security features. (Project should contain features common to courthouses, border stations, and prisons, etc.)..." Please confirm that prisons are acceptable institutional buildings in addition to those specifically listed: colleges, hospitals, laboratories, and airports. Answer: Yes, prisons are acceptable. Question 4: The Price Proposal (Hourly Rate Table) is a single page document. May it be submitted in the Technical Proposal, or should it be submitted separately? Answer: It must be submitted in a separate sealed envelope. Question 5: We request that GSA reconsider the $80M minimum requirement for past experience/past performance to a minimum construction cost of $50,000,000 for the project located in the Caribbean or similar environment. Only for the project located in the Caribbean. As stated during the pre-proposal meeting, there hasn't been any "similar" single projects of the requested construction value ($80M) performed in Puerto Rico for the past 12 years. Answer: The solicitation requirements cannot be change. Question 6: Would it be possible for GSA to reconsider the above requirement to meet a certain quantity of projects completed and certified? As LEED is a team management process related to design, and construction coordination, we understand that the dollar value of a new or remodel project shouldn't be the important factor. We can submit projects that different LEED certifications or that is in the process, the reason for this request is that it would be very difficult to provide one (1) "similar" single project that meets the $80,000,000 benchmark. Answer: The solicitation requirements cannot be change. Question 7: We request that GSA modifies the requirement for the proposed Project Manager to have managed ONE project with a minimum cost of $60,000,000. Answer: The solicitation requirements cannot be change. Question 8: We request that GSA modifies the requirement for the proposed General Superintendent to have experience as a superintendent on ONE project with a minimum cost of $60,000,000. Answer: The solicitation requirements cannot be change. Question 9: How will the Commissioning scope of services be procured for this project, through a GSA schedule, GSA Comprehensive Energy Services BPA or a general Solicitation through FedBizOpps? Answer: The commissioning services have been included in the CMa scope and have already been procured.
