- This is a synopsis for solicitation W9124D-10-R-0033. The contractor shall provide the Army with a full range of professional advertising services for the U.S. Army Marketing and Advertising Program. The contractor shall plan and execute advertising, promotional, and publicity programs to support all personnel acquisition and retention programs of the United States Army. The contractor shall provide tactical planning, including product positioning, development of short and long range communications objectives, and determination of best media mix. The complete advertising planning and tactical services include, but are not limited to: creative (both development and production), media (both planning and buying), strategic planning/research, account services, local marketing, event marketing, public relations, multi-cultural advertising (African American, Hispanic, and Asian-Pacific Islander), promotions marketing, and interactive marketing. The period of performance for this contract is anticipated to be from 7 April 2011 through 6 April 2012 with four one-year options. The Federal Supply Code is R701 and the North American Industry Classification System code (NAICS)is 541810 with a corresponding size standard of $7 million. It is anticipated that offerors will be evaluated using best value source selection procedures. The government anticipates issuing this solicitation on or about 10 August 2010 as an unrestricted acquisition. The solicitation (Request for Proposal/RFP) and all associated documents, when issued, will be posted on FedBizOpps at www.fbo.gov and on the following website: http://doc.knox.army.mil. Specify RFP number and include your complete firm name, address, telephone number and fax number. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.
