- The Government intends to solicit and negotiate on a sole source basis with the University of Connecticut, 343 Mansfield Road, U-2231, Storrs, Connecticut 06269-2231 for the following requirement: This requirement is for a remotely operated vehicle (ROV) and research vessel services to conduct investigations of sanctuary historic shipwrecks. The services are to be provided during two daysy of fieldwork between August 2, 2010 and August 15, 2010. All work to be in accordance with the Statement of Work included in the solicitation. The period of performance is two days between August 2, 2010 and August 15, 2010. Deliverables are due by September 30, 2010. Deliverables to be delivered to NOAA Gerry E. Studds Stellwagen National Marine Scantuary, 175 Edward Foster Road, Scituate, MA 02066. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is B521 and the NAICS Code is 611310, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. The Scantuary is required by the Office of National Marine Scantuary Regulations to characterize its resources and interpret these resources for the public. The two days of shiptime will extend an already scheduled 6 day research cruise conducted in partnership with the University of Connecticut. The research cruise is part of the Seafloor Habitat Recovery and Monitoring Project (SHRMP). The primary research tool of the SHRMP is a sophisticated remotely operated vehicle (ROV) capable of imaging the seafloor with still and video cameras. This underwater imagery is a critical component of sanctuary characterization and is used extensively to interpret the sanctuary to the public. The R/V Connecticut is a specialized research vessel designed to support ROV Krakern 2 operations.tem. The ROV Kraken 2 is a specially designed science-class vehicle built to UConn. The vehicle hs very advanced imaging technologies for its size and carries a production-quality HD video camera. It mounts over 1000 watts of high-intensity lighting capable of penetrating the sanctuary's dark waters. The vehicle is highly maneuverable and its thrusters can keep it in position against strong currents. The Kracken 2 is operated by a highly skilled team of engineers, pilots, and scientists who have gained considerable skill operating with sanctuary archaeologists since 2002. This team has considerable experience operating around historic shipwrecks. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 10:00 A.M. August 2, 2010 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required survey.
