- Solicitation No.: 294-2010-104 Amendment No.: One (1) Amendment Issuance Date: July 27, 2010 Closing Date & Time : Unchanged Subject: Request for Qualifications No. 294-2010-104, Solicitation under USAID/West Bank Gaza's "Infrastructure Needs Program II"- Amendment No. One (1) Dear Offerors: The purpose of this amendment is to make changes to section E, Key Personnel, specifically by replacing the "Minimum Qualifications" required for the Chief of Party (COP), with the following: "Chief of Party Minimum Qualifications: BS or higher degree in Construction Management, Civil Engineering, business, economics, social studies, international relations. Minimum 15 years supervisory experience with 10 years experience in basic infrastructure construction, planning, design and/or construction management, with at least four years prior experience serving as Chief of Party (COP) or equivalent. Equivalent to the 4 year COP requirement is 4 years as a Senior Program Manager for a large scale infrastructure or humanitarian/social development program. Must possess demonstrated familiarity with FAR regulations for construction contracting. Knowledgeable regarding principles and good practice in strategic planning and organizational development and in program design of inputs, activities and strategies to achieve program objectives. Skills in human resources management and leadership development and able to work in cross-cultural situations with political and cultural situations like those in West Bank-Gaza. Experience must include supervision of multiple infrastructure projects in work environments similar to those of West Bank-Gaza. Must have experience managing local A/E and/or construction management sub-contractors in the Middle East. Experience working with various USG contract and country policies and procedures and developing and managing multiple small and large project schedules and budgets is also required.
