Description
This file contains the Justification For Other Than Full And Open Competition which supports NOAA's intent to procure, on a sole-source basis, with the University of Washington. This publication serves as notice of intent to procure, on a sole-source basis, with the University of Washington, located in Seattle, WA. The intended acquisition is for NOAA's Northwest Fisheries and Science Center (NOAA, NWFSC). NOAA, NWFSC has an on-going need to determine the Columbia River estuary's contribution to the spatial structure and life history diversity of Columbia River salmon stocks and the implications for strategic estuary restoration. Current efforts to recover threatened and endangered stocks of Columbia River salmon rely heavily on estuary restoration. Yet, progress is hampered by the lack of surveys to define stock-specific salmon distributions or to quantify the relationship between estuarine rearing conditions and adult returns. NOAA, NWFSC will conduct a research program to fill critical data gaps by addressing five key questions/objectives: (1) How are genetic stock groups distributed throughout the estuary? (2) Do salmon life history, habitat use, and performance vary by stock? (3) What restoration strategies would most benefit the diversity of Columbia River stocks? (4) Which juvenile life histories contribute to adult returns, and does estuarine habitat restoration benefit population resilience? (5) How much restoration is needed to insure stock persistence? In FY 2010, the first year of this planned 10-yr research program, NOAA, NWFSC will collect new information about salmon stock distributions needed to define restoration criteria and priorities for at-risk stocks (question 1). NOAA, NWFSC will collaboratively conduct genetics surveys to determine estuary-wide (river mouth to Bonneville Dam) patterns of salmon stock distribution and life history, emphasizing poorly studied tidal-fresh reaches and habitat types above river kilometer (Rkm) 75. From the genetics results, we will identify key habitat complexes for future surveys to compare habitat use and life histories among salmon genetic stock groups (question 2). NOAA, NWFSC will propose preliminary site selection criteria to support strategic restoration planning by the action agencies (question 3). Criteria will be developed during the first year of study based on current understanding of Columbia River stock distributions and salmon habitat requirements from studies in the Columbia and other Pacific Northwest estuaries. In future years, NOAA, NWFSC will investigate the contribution of estuary restoration to salmon population viability through life-cycle modeling and population surveys in selected estuary tributaries (questions 4 and 5). The University of Washington's School of Aquatic and Fishery Sciences' Wetland Ecosystem Team researchers shall collaborate extensively with NOAA, NWFSC in developing and adapting the sampling design, conducting field sampling in the estuary, sample archiving and data management. All interested parties that have the capabilities to perform this work must respond to this announcement by September 13, 2010. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to perform the work required herein. Documentation shall be submitted to support the contractor's capability to perform the work, along with applicable contract numbers, points of contact and phone numbers, and a description of previously work similar to the required work herein, under previous contracts. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to provide the required information and data conversion capabilities. No solicitation is available at this time. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
