Description
The U.S. Department of Commerce intends to acquire services for the National Marine Fisheries in St. Petersburg, FL for the dation of Population Model for Threatened Elkhorn Coral(Acropora Palmata). Caribbean acroporids have undergone a 97% decline in regional abundance since the 1970s, resulting in a Threatened status under the Endangered Species Act. NMFS has supported the development of a population model that will enable us to choose recovery strategies for Acropora palmata based on quantitative, defensible guidelines. The contractor created a matrix model using data collected by NOAA's Southeast Fisheries Science Center (SEFSC) on change in A. palmata size through time in Key Largo. The model must now be validated to ensure its predictive capabilities. The model will enable the estimation of key life history parameters such as rate of change in population size and expected time to extinction. Armed with the validated model, the contractor will be able to recommend the most appropriate recovery strategies for each type (e.g. planting young corals in populations that are recruitment-limited, and protecting older corals where recruitment is apparent). The contractor will validate the A. palmata population dynamic model constructed under two previous contracts. The first contracts provided a model framework, some parameter estimates, and preliminary management recommendations. Model validation will entail a final year of data collection at the Jamaica A. palmata demographic monitoring site, as well as statistical analyses of parameter estimates. No statistical analyses were included in previous contracts. These analyses are essential for understanding the level of precision and certainty for all model results. Deliverable: Manuscript on A. palmata population dynamics for publication in a peer-reviewed journal. The government knows of only one source Tali Vardi, a PhD candidate at Scripps Institution of Oceanography. Mr. Vardi has been developing this model for the past three years. The preliminary Vardi model is the proprietary intellectual property of Vardi; therefore, it is not available to another contractor to develop the same model. Vardi has the network of colleagues and advisors with the necessary expertise to validate the model. At this time, the government knows of no other contractor that has begun the development of a similar model that would provide the information needed. While the results of the model are the deliverable of the contract, the model itself is the proprietary. Interested parties shall provide information to include, at a minimum, name, telephone number and address of concerns for which you have furnished this type of services previously, and detailed narrative that described your ability to provide this service. Interested parties must respond within (10) ten days after publication of this notice. The government knows of only one source. The government invites firms that believe they have the capability to meet the requirement to response, providing specific information that will enable the government to determine whether or not to compete the requirement.
