Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human DevelopmentIntends to issue a sole source purchase order to Dr. Ekaterina Nestorovich of Rockville, MD. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. This will be a fixed priced procurement. Dr. Nestorovich will perform services to design, synthesize on in-vitro testing of broad-spectrum antitoxins able to specifically dock into the heptameric nanopores produced by Bacillus anthracis, Clostridium botulinum, Clostridium perfringens and Vibrio Cholerae bacteria in order to block their toxin action and potent biological weapons. The sole source determination is based on Dr. Nestorovichs work on bio-defense including experiments with high affinity blockage of the anthrax pore by rationally-designed low-molecular weight compounds. The experiment has reached a stage where it can be used to strengthen the joint effort of the trans-NIH biodefense imitative. Dr. Nestorovichs experiments are a continuation of work as part of the trans-NIH bioterrorism grant which begun in 2009. Dr. Nestorovichs is the only investigator whose experiments qualified for the trans-NIH biodefense initiative grant which is the current project of the NICHD. This notice of intent is not a request for competitive proposals however; interested party may submit a statement of capabilities. Two (2) copies of the capability statement must be received at the address identified in this synopsis prior to 3:00 p.m. local time at designated location on August 6, 2010. Responses by fax or e-mail WILL NOT BE ACCEPTED. All information furnished must be in writing and must contain sufficient detail to allow the NICHD to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov.
