- DRAFT Offer Submission Package DRAFT Addendum DRAFT Solicitation This is the draft solicitation for the annual bulk fuel procurement for the Inland/East Coast/Gulf/Offshore region. Contracting Office Address: Defense Logistics Agency, Logistics Operations, Defense Energy Support Center, 8725 John J. Kingman Road, Fort Belvoir, VA 22060-6222. The draft solicitation covers the acquisition of 1,063,907,000 gallons of Turbine Fuel, Aviation Grade JP8 (MIL-DTL-83133F), 264,185,000 gallons of Turbine Fuel, Aviation Grade JP5 (MIL-DTL-5624U), 157,790,000 gallons of Naval Distillate Fuel, Grade F76 (MIL-DTL-16884L), and 80,090,000 gallons of JAA (ASTM-D-1655). The delivery period for all requirements is April 1, 2011 through March 31, 2012, plus a thirty-day carryover. The requirements cover the U.S. Inland/East Coast/Gulf/Offshore regions. A portion of the products solicited will be set aside for small businesses. Some quantities may be set aside as 8(a) reservations. Copies of this Inland/East Coast/Gulf/Offshore RFP will be available at the Federal Business Opportunities home page (www.fbo.gov). A world wide web posting notice will be sent to firms on the solicitation mailing list on the date the Inland/East Coast/Gulf Offshore RFP is issued and posted on the Federal Business Opportunities home page. Requests for paper copies of this draft RFP or the world wide web posting notice must be submitted via fax to 703-767-9269, ATTN: M. Vandyne/DESC-BCA, or via e-mail to melissa.vandyne@dla.mil. This draft solicitation is subject to Peer Review in accordance with DoDI 5000.2 and DFARS Part 201. The Peer Review has not been completed. As a result, this draft solicitation is subject to change pending the results of the Peer Review. The draft solicitation will be finalized prior to the closing date indicated herein to remove its "draft" status and will include any changes resulting from the findings of the Peer Review. OFFERS ARE NOT REQUESTED AT THIS TIME. Once the final solicitation has been issued, offerors will be advised separately to submit an offer and will be requested to return the document entitled Offer Submission Package to the Bid Custodian as directed in the final RFP. All responsible sources may submit a proposal, which shall be considered. The closing date for the final solicitation, SP0600-11-R-0061, is anticipated to be during the timeframe of September to October 2010.
