- NASA LARC has a requirement for the continued development of a 2nd generationmodular system and associated tools and developmental spares capable of unloading largestructures, bulky cargo, equipment, and supply pods from landers on Mars and elsewhere inthe Solar System in support of the Lunar Surface Manipulator Systems (LSMS) and MarsSurface Manipulator System (MS) initiatives. The LSMS is a lightweight crane that isbeing developed to meet these objectives. NASA intends to award a sole source contract to Alliance Spacesystems LLC because, basedits experience designing and fabricating key components for the 1st generation LSMS, thiscompany is the only company capable of developing the 2nd generation LSMS and extendingthe modular design philosophy to associated tools and developmental spares withoutsubstantial duplication of cost to the Government, and without unacceptable delays infulfilling the agencys requirements.Therefore, in accordance with FAR 6.302-1, thereis 'Only One Responsible Source and no other supplies or services will satisfy agencyrequirements.'NASA intends to issue awards for the LSMS design phase and the LSMSfabrication, tools, and spares phase separately. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations who believe they can fulfill this requirement may submit theircapabilities and qualifications to perform this effort in writing to the identified pointof contact not later than 4:30 p.m. local time August 13, 2010. Such capabilities andqualifications will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. A determination by the Government notto compete this planned effort using full and open competition, based upon responses tothis notice, is solely within the discretion of the Government. Oral communications are not acceptable for responding to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
