Description
Attachment 3 Attachment 4 Attachment 2 Attachment 1 Attachment 5 A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being issued in accordance with the procedures in FAR Part 12 and FAR Part 19. In accordance with FAR 12.203, the Contracting Officer may use policies and procedures for solicitation, evaluation, and award prescribed in Part 15 - Contracting by Negotiation, as appropriate. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. B. The United States Coast Guard (USCG) intends to award a single five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract for up to 18 Cutter Boats - Aids to Navigation - Medium (CB-ATON-M) and up to 20 Cutter Boats - Aid to Navigation - Large (CB-ATON-L) and associated support line items. The IDIQ contract will have five (5) ordering periods of up to one (1) year each. 100% of the IDIQ award will be set-aside for a small business. The solicitation number is HSCG23-10-R-MOT006 and it is being issued as a Request for Proposal (RFP) under NAICS Code 336612 (size standard: 500 or fewer employees). All responsible sources may submit proposals which shall be considered by the agency. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. These boats are expected to be Commercial-Off-The-Shelf (COTS) with some probable minor modifications (see FAR 2.101 for the definition of minor modifications). C. The USCG has a requirement for a maximum of 38 boats (18 CB-ATON-M and 20 CB-ATON-L) over a five (5) year period. Each cutter boat shall have associated support items, which will be ordered at time the boat order is placed. The CB-ATON-M and the CB-ATON-L are two distinct classes of CB's, which are to be carried onboard two classes of cutters. The CB-ATON-L will be carried on board 225-foot Juniper Class Seagoing Buoy Tenders (WLB) and the CB-ATON-M will be carried on board 175-foot Keeper Class Coastal Buoy Tenders (WLM). Both CB classes will be standard assets and will be deployed from USCG cutters (ships) for at sea and inport operations. The CB-ATON-M and CB-ATON-L will primarily support the ATON mission and also be capable of supporting Search and Rescue (SAR); Maritime Law Enforcement (MLE); and Ports, Waterways and Coastal Security (PWCS). They shall be capable of performing missions during day and night in varying sea conditions. Each CB-ATON-M and CB-ATON-L shall be manufactured to satisfy the attached specification. D. The USCG intends to procure a minimum of one (1) CB-ATON-M and a minimum of one (1) CB-ATON-L for a Low Rate Initial Production (LRIP) run. The offeror selected for award must manufacture and deliver one (1) CB-ATON-M and one (1) CB-ATON-L no later than 120 days after the post award conference, which will be held within 5 business days after contract award. The exact delivery location will be made available at the post award conference. The USCG will conduct Operational Testing and Evaluation (OT&E), which may last for up to 90 days. During the OT&E period, the USCG will fully test the boats (and associated boat outfit, supporting equipment, and cutter interface) in a variety of operational and geographic areas to ensure that they meet the performance criteria outlined in the specification. Once the operational testing period is complete, the boat may be returned to the contractor for baseline configuration changes. The Contractor will be given up to 30 days to complete these changes. Once the changes are complete and the USCG has accepted and approved all the deliverables in accordance with the specification, ordering period one (1) will be considered completed. Under ordering period two (2), the Contractor will be authorized to proceed to Full Rate Production of the boats and associated boat outfit and supporting equipment. The Contractor shall have 90 days to manufacture and deliver the first Full Rate Production CB-ATON-M and CB-ATON-L. Subsequent deliveries shall occur no more than 21 days apart. Each delivery will consist of one (1) CB-ATON-M and one (1) CB-ATON-L to different homeport locations. E. Offerors shall provide prices for the Contract Line Item Numbers (CLIN) on the attached CLIN price worksheet. Offerors shall list additional CLINs (if any) they believe are necessary to successfully complete the requirement in accordance with the specification. In addition to listing the CLINs, the offeror shall list the price, the discounted price (if separately priced), and describe its necessity. F. The following attachments are included and are hereby incorporated into this solicitation: (1) Specification, (2) CLIN Price Worksheet, (3) Past Performance Questionnaire, (4) FAR and Department of Homeland Security Acquisition Regulation (HSAR) Clauses and Provisions, (5) List of Cutter Homeport locations, (6) WLM Boat Davit and Cradle Drawings - three (3), and (7) WLB Boat Davit and Cradle Drawings - three (3).
