Description
LOCATION: Lincoln Home National Historic Site, 413 S. 8th Street, Springfield, IL 62701-1905 SOLICITATION NUMBER: I6530100100 (Invitation for Bid) PROJECT DESCRIPTION: Repair, mark, and stripe two parking lots; specifically, the Bus Parking Lot and the Visitor Center Parking Lot. (1) The work for the BUS PARKING LOT consists of cold milling asphalt surface, applying tack coat, and then overlay surface with new asphalt pavement. Approximately 498 sq. ft. of surface is damaged and will require removal and repair by saw cutting, backfilling, compacting and then adding hot asphalt and roll to the same grade as the existing surface. Marking, striping, numbering parking lines, and painting directional arrows and no parking sign(s) will also be required. This parking lot has approximately 14,321 sq. feet of surface area. (2) The work for the VISITOR CENTER PARKING LOT consists of repairing damaged surface areas, seal all cracks, apply two coats of sealer, mark, stripe and number parking lines, and paint directional arrows and no parking sign(s). This parking lot has approximately 26,112 sq. feet of surface area. NOTICE TO POTENTIAL BIDDERS: This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is NOT set aside and is solicited as FULL AND OPEN COMPETITION. The North American Industry Classification System (NAICS) Code is 238990. For informational purposes, the Small Business Size Standard is $14.0 million. MAGNITUDE OF THIS PROJECT: Between $25,000 and $100,000. TYPE OF CONTRACT: A firm-fixed price contract. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: Work shall commence within ten (10) calendar days of the Contractor's receipt of the written Notice to Proceed, and complete the work within thirty (30) calendar days from receipt of such Notice. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued and available on or about JULY 16, 2010 and may be obtained via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov OR the Federal Business Opportunities website at https://www.fbo.gov The electronic posting represents the only formal offering. A paper copy of the solicitation package will not be issued. Bidders will also be responsible for checking the website for any amendments to the solicitation issued prior to the closing date of the IFB. NO ELECTRONIC BIDS WILL BE ACCEPTED. ALL BIDS MUST BE SUBMITTED IN HARD COPY ONLY and received by the contracting agency no later than AUGUST 23, 2010 at 2:00 p.m. CENTRAL TIME at which time a Public Bid Opening will take place at Lincoln Home National Historic Site, Lyon House Conference Room, 413 South 8th Street, Springfield, Illinois 62701. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful bidder, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful bidder does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful bidder. It is highly recommended that should it be your intention to submit a bid in response to this IFB, that you become registered in CCR upon receipt of this solicitation so as not to delay award of the procurement if offered. The successful bidder will also be required to have completed their Representations and Certifications which may also be completed online at http://orca.bpn.gov.
