Description
The U.S. Nuclear Regulatory Commission (NRC) intends to award a fixed-price sole source purchase order to Knovel Corporation for the acquisition of a subscription for internet access to their electronic engineering and applied science book collection. Knovel Corporation is the sole distributor of this electronic book collection. The proposed effort will require the contractor to provide internet access to its electronic collection of the following Knovel subject areas: Adhesives, Sealants, Coatings & Inks; Aerospace & Radar Technology; Biochemistry, Biology & Biotechnology; Ceramics & Ceramic Engineering; Chemistry & Chemical Engineering; Civil Engineering & Construction Materials; Earth Sciences; Electrical & Power Engineering; Electronics & Semiconductors; Environmental Engineering; Food Science; General Engineering & Engineering Management; Mechanics & Mechanical Engineering; Metals & Metallurgy; Oil & Gas; Pharmaceuticals, Cosmetics & Toiletries; Plastics & Rubbers; Safety, Health & Hygiene; Textiles; and AIChE/CCPS-Chemical Process Safety. The proposed period of performance for this effort is one year from date of award. The authority for negotiating on a sole source basis with Knovel Corporation is made under the authority of 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code is 519130. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs, and documentation granting authority to furnish this resource. Detailed capabilities must be submitted via email to Heriberto.Colon@nrc.gov no later than seven days from the date of this announcement appearing in Federal Business Opportunities. No request for quotation document is available and telephone requests will not be considered.
