- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is Q6820100225 and is issued as a Request for Quotation. This acquisition is set aside for small business concerns. The NAICS code is 441229; the associated small business size standard is $7 million. The government intends to award a Firm Fixed Price Contract as a result of this solicitation. The government reserves the right to cancel this solicitation. REQUIREMENTS: The requirement is for four (3) snowmobiles. Vehicles must meet or exceed the minimum specifications described herein. LINE ITEM 0001: Snowmobile, heavy duty, work utility, designed for pulling a trail grooming drag that is 4 foot wide, 14 foot long, with 6 cutting blades and leveling pan weighing 350 pounds. The machine will be used to groom snowmobile trails in forested areas with uneven ground terrain with rocks and stumps in the tread surface. It will also be used to groom trails across frozen lake surfaces with ice chunks and slush. Four stroke liquid cooled engine, radiator with electric fan, minimum engine displacement 780cc, minimum track length 150 inches, minimum tack width 24 inches, two person seating, under-seat storage, cargo rack, J or pintal type hitch, hand warmers, electric start, high/low/reverse transmission, speedometer, rear view mirrors (2), skid plate, 12V power outlet. The following factors shall be used to evaluate offers: Price, past performance, special features, warranty considerations, and delivery terms. These factors, when combined with price, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
