Description
The Government anticipates increasing technical services support of UAS systems for Joint System Integration Laboratory (JSIL) from AAI Corporation, 124 Industry Lane, Hunt Valley, MD 21030. This acquisition will be a cost-plus-fixed-fee (CPFF) modification to contract W31P4Q-08-D-0035 to increase the current effort of 205,135 labor hours by 201,579 labor hours and increase associated material and other direct costs. The proposed increase consists will add three 12 month order periods to the remaining 36 month effort. The contractor shall provide technical engineering, scientific, and logistical expertise to support the JSIL in the areas of research, development, integration, experimentation, test and evaluation, and operation of UAS systems and subsystems. Engineering and technical services will range from concept exploration through specification formulation, development, test, integration, training, fielding and sustainment operations. During course of performance of this effort, integration of other commercial products, processes and components may be required in order to achieve the required capability. Pursuant to the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source will satisfy agency requirements. The incumbent contractor, AAI Corporation, is the only source with the technical knowledge and expertise required to accomplish the required technology integration efforts for AAIs fleet of UAV systems. The Government does not possess sufficient documentation to support competitive acquisition.
