- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION: NSN: N/A NOUN: OH-58D FULL AUTHORITY DIGITAL ENGINE CONTROL (FADEC) SYSTEM SWITCH BENCH TESTING This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a Request for Proposal (RFP), number W58RGZ-10-R-0434, which shall be awarded under terms and conditions of Contract W58RGZ-06-D-0072 on Delivery Order 0010. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. This solicitation is sole source, restricted to Rolls-Royce Corporation, 2355 S. Tibbs Ave., Indianapolis, IN., in accordance with FAR 6.302-1 (b), Only One Responsible Source and no other Supplies or Services will satisfy agency requirements. The corresponding NAICS code for this procurement is 541990. The requirement is as follows: Engineering services support for the OH-58D Full Authority Digital Engine Control (FADEC) System Switch Bench Testing. Period of Performance is 90 days after contract award. All FAR clauses and forms may be obtained on the internet at www.arnet.gov/far/. The FAR provision at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. A completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be completed and submitted with the quote. The FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items -- FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, DFARS Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. Other clauses may be included in the award if applicable. Statement of Work and CDRLs available upon request.
