- The Gifford Pinchot National Forest intends to acquire services for the repair of Forest Road 74. Work includes, but is not limited to, repairing and rebuilding the roadway, creating a new stream channel (as needed), removing and installing culverts, and removing and disposing of unsuitable material. The estimated cost of the project is between $500,000 and $1,000,000. The project is located within the Gifford Pinchot National Forest at five separate work sites on Forest Road 74: MP 4.0, MP 10.0, MP 10.5, MP 11.6, and MP 32.7. The first four sites must be accessed from the beginning of the road due to the presence of a weight restricted bridge at MP 18.5 with a five ton load limit. The fifth work site, at MP 32.7, must be accessed from the end of the road for the same reason. This project is a total HubZone set-aside. The applicable NAICS code is 237310 - Highway, Street, and Bridge Construction - with a corresponding small business size standard of $33.5 million. A Request for Proposal will be issued on or around July 16, 2010. Offerors will be evaluated on price, experience, past performance, and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. The period of performance will be 120 days from issuance of a Notice to Proceed, which is anticipated to occur on or around August 23, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
