Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to BIOTAGE, LLC., 10430 Harris Oaks Boulevard, Suite C., Charlotte, North Carolina 28269-7518 to procure Initiator 60 Exp Microwave Systems. The National Institute of Health (NIH) is the nation’s medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The NIH Chemical Genomics Center (NCGC) and the Therapeutics for Rare and Neglected Disease program (TRND) of the National Human Genome Research Institute (NHGRI) is to develop new candidate drugs for individuals with rare and neglected diseases. TRND activities will build upon the NIH Roadmap to accomplish its goals including the successes of NHGRI’s NIH Chemical Genomics Center (NCGC). NCGC facilitates drug discovery from the basic research lab to the pre-clinical stage. Picking up where NCGC’s work leaves off, TRND will concentrate its efforts on the pre-clinical stage of drug development, where researchers develop clinical candidate in preparation for human testing. The microwave synthesizer enables medicinal chemists to quickly synthesize compounds using microwave heating. In addition to speed, microwave synthesis offers other advantages such as simplicity and safety. The nature of microwave heating and the initiator 60 system has the ability to quickly reach the pressures and temperatures necessary for chemical synthesis of some target molecules. The synthesis of our target molecules can easily be reached through employing microwave heating, in some instances reaction times can be shortened from days to hours by heating a sample by microwave. For this reason the Initiator 60 microwave system is a critical tool for the efficient functioning of a chemistry laboratory. The sole source determination is based on the fact that the equipment is manufactured by Biotage, Inc. There are no other companies that can provide a system compatible to NHGRI’s current Biotage systems. There are similar systems available but do not incorporate the automation and touch logic control of the Biotage system. Consumables and spare parts will be compatible between two Biotage units which is not the case with the units from other vendors. The Biotage Initiator 60 system has unique touch logic control provides an easy to use format for this device. Other unique features of this device include; Robot 60 vial handling enabling this system to automatically process 60 reactions. The system allows for the use of four different vial sizes without system modifications for easy scale up of reactions and automated use. Biotage’s Dynamic Field tuning feature offers faster heating of a broad range of solvents. Because of the existing Biotage system that NCGC/TRND is currently using, and to maintain compatibility, only one responsible source and no other supplies or services will satisfy agency requirements but Biotage. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute, NHGRI), 9800 Medical Center Drive, Building 2B, Room 2053E, Rockville, Maryland 20850. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with size standard of 500 employees. This requirement is a small business set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-42 (June 16, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 6, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
