Description
The purpose of amendment 002 is to provide responses to vendor’s questions. 1. Question: I was looking over the RFQ and had a question as to whether any pre-created content (ie scenarios) was necessary, or if the RFQ simply requires the tool in which your examiners can create scenarios? NIST Response: The scenarios are created by NIST Baldrige staff and sent to the vendor for distribution via email. 2. Question: Can the email contain a link to an LMS and instructions for the Examiners to access the scenario? If not, does that mean the scenario will need to be "worked" outside of any system and the response manually returned to the system via email by the Examiner? NIST Response: No. This system is to run apart from an LMS system. There will be no instructions required for the Examiners to access the scenario, other than what is contained in the email. Yes – the response is sent back to the system where it will trigger a response and feedback back to the Examiner whether correct or incorrect and why. 3. Question: What email systems are required? Outlook, Gmail, Hotmail, etc.? NIST Response: This system must be able to operate on any email system the user may have. 4. Question: It is understood that training scenarios will be created by the Vendor. Will the Vendor have access to Subject Matter Experts (SMEs) or will the Vendor be required to find their own SMEs? NIST Response: Training scenarios are created by NIST Baldrige internal staff. 5. Question: What types of organizations are eligible to submit proposals? I have seen non-profit and small business, please clarify. NIST Response: This is a total small business set aside. 6. Question: Reinforcement of learning objectives from training events Does the vendor supply this content (based on training event material)? Or do we supply technology so your trainers can easily publish the content? NIST Response: No. The Content is provided by NIST Baldrige. 7. Question: Templates 100% of scenario content is created by NIST staff, yes? Yes Can the vendor supply web-based scenario creation system to satisfy 'template' requirement? NIST Response: Yes, keeping in mind that the reason for requesting a template is that we want this to be very simple for the scenario creators to use. 8. Question "Choice-specific" feedback This suggests an online grading/feedback tool with a pull-down menu of comments and possibly the option of individual comments as well. (In fact, these two systems could work together: the pull-down choice list might be populated by previous trainer responses,) Is this where you are going with 1d? NIST Response: A much simpler process is expected of any resultant contract. 9. Question: email learning We assume that email based learning includes hybrid email/web systems like surveymonkey, evite, etc. NIST response: No, this is not correct.. 10. Question: Can we assume the availability of browser based layout and interactivity markup: •HTML/css •Javascript ? •Flash ? NIST Response: No. This is not a web based service. 11. Question: 24/7 Online Support Can we assume that this requirement does not demand live support (chat/phone), but that it will be satisfied by a web-based knowledge base (FAQ) + trouble ticket system? NIST Response: This is Correct. 12. Questions: Is the vendor required to develop the curriculum or is the curriculum already existing needing implementation. NIST responses: NIST Baldrige staff will develop the content. 13. Question: Can you tell me or will the Government post to FBO the substantive differences between the current RFQ and the cancelled RFQ. Nist Response: This information is not readily available at this time.
