This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantage businesses, HUB Zone businesses; veteran-owned small businesses, and women-owned small businesses. This notice is being posted for fact finding and planning purposes only and shall not be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quote, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information (RFI). Also, if in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **QUESTIONS WILL NOT BE ENTERTAINED AS A RESULT OF THIS NOTICE** The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to identify sources with capabilities and prior experience in developing training materials promoting safe use of computed and digital radiography equipment with children. BACKGROUND - In its recently launched Initiative to Reduce Unnecessary Radiation Exposure from Medical Imaging [1], FDA made a commitment to help ensure each patient gets the "right imaging exam, at the right time, with the right radiation dose." Pediatric patients are of particular concern because they are approximately an order of magnitude more radiosensitive than middle-aged adults [2] and because they have more time for radiation-induced cancers to develop. While "high-dose" imaging modalities such as CT and nuclear medicine account for the majority of the collective dose to the U.S. population due to medical imaging, there are many more conventional radiography exams performed each year [3]. Because of the increased radiosensitivity of children, pediatric radiography exams should not be ignored in the medical community's efforts to reduce radiation exposure. Regulation of facilities by states varies widely and with the exception of mammography, the FDA does not regulate use of x-ray imaging equipment and so it is important to draw on the expertise of other organizations to provide adequate training information to facilities. Therefore, the FDA seeks, under its Center for Devices and Radiological Health and its public health mission, to grant an award for the development of materials promoting safe use of CR/DR equipment with children, with a focus on education about factors affecting radiation exposure. SCOPE OF WORK The objectives of this statement of work include: 1. Development of training materials that explain the safe use of CR/DR equipment with children. 2. Development of recommendations to facilities on how to implement use of the checklist and a plan to test the training material in a practical setting. SPECIFIC TASKS The following tasks shall be performed by the contractor: 1. Consult a team of technologists, radiologists, and medical physicists to identify the main challenges associated with the use of CR/DR equipment on children, particularly those affecting radiation exposure. 2. Develop training material which addresses those challenges and is understandable by technologists with a range of experience in the use of CR/DR. FDA makes no implied or in fact contract by issuing this Sources Sought. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA's view of the information received. Material that requires a non-disclosure agreement or that may be business sensitive will not be accepted. Please note that responses to this notice will not be returned.
