- The Space and Missile Systems Center (SMC), Military Satellite Communications (MILSATCOM) Systems Wing (MCSW), Los Angeles Air Force Base, CA intends to contract for studies on the pending Wideband Global SATCOM (WGS) Block 2 Follow-On Contract (CLIN 0004) (FA8808-10-C-0001), Boeing Satellite Systems, El Segundo, California. MILSATCOM Advanced Concepts Group has the responsibility to assess warfighter requirements and recommend solutions to fulfill mission capability gaps identified in support of the Joint Space Communications Layer (JSCL) Initial Capabilities Document (ICD) and Materiel Solutions Analysis (MSA). Contemplated Capability Insertion Program (CIP) studies target the enhancement of WGS communications capacity, antenna coverage, anti-jam capabilities, size weight and power, and component enhancements to improve warfighter communications services. The Block II Follow On contract, FA8808-10-C-0001, is planned for mid-August 2010 award. An RFP for this study will be issued shortly thereafter. These studies follow up to a previous WGS Enhancement Study and a WGS Capability Insertion Program Study. Study results and source data include Boeing proprietary information. The WGS studies will provide inputs to an MSA anticipated in the FY11/12 time frame to address wideband communications requirements gaps. DoD's MSA is expected to also consider other alternatives including commercial SATCOM and separate new MILSATCOM programs. These WGS studies provide for architecture definitions, performance assessments, risk mitigation, cost and technical analyses for modifications to the WGS Program of Record (POR). The WGS POR is in production. This action is being considered for a sole source modification to the current WGS System contractor under the statutory author of 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii). The Government does not anticipate that another offeror can meet the Government's requirements without substantial duplication of cost to the Government that is not expected to be recovered through competition or without unacceptable delays in fulfilling the Agency's requirements. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information that shall be considered by the Agency (limited to 20 pages). Interested parties, to include small and small disadvantaged business, must show capability to fulfill the Government's immediate, short-term need for the projects described above. The notice expires 15 days after publication. The NAICS code for this effort is 541712 and the Small Business Size Standard is 1000 employees.
