Description
The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number N10PS18408 as a Request for Quote (RFQ) on behalf of the United States Air Force Europe (USAFE) Logistics, Installations and Mission Support Directorates (A4/7), Ramstein AB, Germany. AQD anticipates awarding a single Indefinite Delivery/Indefinite Quantity contract to provide professional services, materials, transportation and equipment necessary to accomplish an Explosives Hazard Reduction (EHR) study at USAFE installations. The contract will be awarded for a five year period. The potential aggregate total of all task orders awarded over the term of this contract is $5,000,000. This is an acquisition for commercial services and will be conducted using the guidance in FAR 13.5. The applicable NAICS code is 541330 "Engineering Services." The small business size standard is $7.0 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. PURPOSE OF IDIQ: The Contractor will provide professional services, materials, transportation and equipment necessary to accomplish an Explosives Hazard Reduction (EHR) study at USAFE installations. SCOPE OF WORK: The contractor shall perform an EHR study of USAFE-wide installations for all Potential Explosive Sites (PES) and Exposed Sites (ES) within current and future quantity distance arcs and associated easement rights. Facilities will be evaluated utilizing the latest Assessment System for Hazard Surveys (ASHS) II computer program, GeoBase map, and Raster imagery available. The survey will take into consideration peacetime, exercise, contingency and wartime operations, and all future construction identified in USAFE General Plans. Source Selection Procedures as identified in FAR Part 13.1 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
