Description
The Naval Sea Systems Command (NAVSEA) will utilize other than full and open competition to award a contract for production, integration, testing and engineering support services for the AN/SPY-1D(V) Radar transmitter group and Missile Fire Control System (MFCS) MK 99 for the Aegis Ashore test site to Raytheon Company, Integrated Defense Systems (Raytheon IDS) in Andover, MA. The Government anticipates procuring an AN/SPY-1D(V) Transmitter Group and MFCS MK 99 equipment set to support the establishment of an Aegis Ashore test site at the Pacific Missile Range Facility (PMRF), Kauai, HI in FY 2013. Raytheon will be responsible for production and fabrication of the AN/SPY-1D(V) Transmitter Group, which includes the Radio Frequency (RF) driver and power amplification cabinets, an RF monitoring cabinet, high voltage power supplies, and isotransformers. The Transmitter Group provides high power RF energy for use by the radar to support target detection and tracking and generation of the missile data link for communication with missiles in flight. Raytheon will also be responsible for producing the MFCS MK 99 equipment set, which will consist of the MFCS MK 99 without the MK 82/MK200 Director/Director Controller and AN/SPG-62 antenna dish. The MK 82 Directors (without antennas) and MK 200 Director Controllers are being separately acquired through a competitive procurement. NSWC Crane Division will provide the AN/SPG-62 director antenna dishes. Raytheon will also be responsible for associated technical services to facilitate system testing, site installation, and other requirements. After production, the Radar transmitter group and MFCS MK 99 will be shipped to Moorestown, NJ for integration with the remainder of the Aegis Weapon System (AWS) and system level testing by Lockheed Martin Maritime Systems and Sensors (LM MS2). Raytheon is the only existing source with the in-depth technical expertise, knowledge, resources and infrastructure to manufacture, and test the equipment and meet program deliveries mandated by the Aegis Ashore program. Raytheon possesses the unique experience in SPY and MFCS design, development, production, assembly, and testing to assist in adapting the AWS to this new mission requirement. Raytheon IDS has been the prime production contractor for the AN/SPY-1 Transmitter Group since the first contract was awarded for the AWS effort in 1969. All previous AWS production contracts of this equipment have been awarded on a sole-source basis to Raytheon, most recently the DDG 113 - 115 AWS production contract. Raytheon has also been the principal subcontractor to LM MS2 for past transmitter and MFCS modification developments and is the design agent for the MFCS MK 99. As such, Raytheon IDS understands the system functionality and requirements in order to produce these systems to satisfy AWS requirements. In considering the schedule requirements for deliveries, it is critical to note that the complete AWS must begin testing at least nine (9) months in advance of the Aegis Ashore site's Required Delivery Date (RDD) of 1Q FY2013. In order to deliver a fully functionally tested AWS by the RDD, the Navy must award this procurement on a sole-source basis. If the AN/SPY-1D(V) Radar transmitter group or MFCS MK 99 contracts were to be awarded to another company, the schedule to develop Level III Technical Data Packages, conduct the competition, perform production qualification, and integrate and test the complete AWS would cause the delivery to miss the RDD by a significant amount of time. For the reasons stated above, pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a contract for the production, integration, testing and engineering support services for the AN/SPY-1D(V) Radar Transmitter Group and MK99 Missile Fire Control System (MFCS) equipment set for the Aegis Ashore test site to Raytheon Integrated Defense Systems (IDS) in Andover, MA. Parties interested in subcontracting opportunities should contact Raytheon directly. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
