- Notic of intent to negotiate a Sole-Source contract to Agricultural and Resource Economics, Dr. Jeffrey T. Lafrance. Under proposed contrat, vendor will d esign and develop of a fully operational developing an economic theory consistent temporal-spatial demand and supply system model of fishing pressure and species target selection. Development of economic temporal-spatial models of production decisions under risk and uncertainty in the area of natural resources. Development of empirically testable economic models which are consistent with economic theory. Development of theoretical economic models that are readily applied to empirical econometric analysis. Analysis of regulatory policies pertinent to the management of firms operating with complex production processes under uncertain economic and environmental conditions. Record of publication in the following fields: environmental and resource economics, production under risk and uncertainty, temporal-spatial choice, demand and supply systems, and econometrics. Dr. Jeffrey T. LaFrance has developed model economic temporal-spatial production decisions under risk and uncertainty. He has focused on the development of empirically testable economic models which are consisttent with economic theory and readily applied to resource managent. Dr. Jeffrey T. La France is to develope a temporal-spatial theoretically consistent model of the firm behavior within the Southern California Commercial Passenger Fishing Vessel Fleet. This notice on intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis, such documentation will be evaluated soley for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, base upon responses to this notice, is soley within the discretion of the Government. Oral communications are not acceptable in response to this notice. This is a simpified acquisition with an estimated value of less than $100,00. The National Marine Fisheries Acquisition division requires that all contractors doing business with this acquisition office be registered with the Central Contractor Registration (CCR) as of October 1, 2003. After this date, no award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
