- Sample Blanket Purchase Agreement The Government intends to award a Sole Source Contract to Northrop Grumman to provide training for DOEHRS. This is a Sources Sought Notice for the purpose of conducting market research to identify potential sources that maintains the expertise, capabilities, and experience to meet Air Force needs for training for occupational and environmental health programs, safety and homeland defense efforts. The evaluation, analysis, and management of data are required to provide clients specific information to ensure compliance with Air Force guidance, national regulations, and federal and international laws. The specific focus is to provide effective and timely training to Department of Defense (DoD) users on the use of the Defense Occupational & Environmental Health Readiness System (DOEHRS). It is anticipated that we will be utilizing GSA schedules, category 871, and issuing a Blanket Purchase Agreement to accomplish this effort. See the attached Draft Performance Work Statement for the work required under this effort. Interested parties are invited to submit a Statement of Capabilities (SOCs) reflecting their interest and capability in meeting the above requirements. Information submitted should be pertinent and specific in the technical areas under consideration as outlined above, and on each of the following qualifications: (1) Experience - provide an outline of projects, specific work previously performed, or similar type of work that is similar to work currently being performed with DOEHRS. (2) Personnel - provide the names, professional qualifications and specific experience of scientists, engineers, and technical personnel (i.e. principal investigator, project officer) who may be assigned to perform in the technical areas under consideration. (3) Security - provide a statement regarding industry security clearance. (4) Other - provide any other specific and pertinent information as it pertains to DOEHRS or this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Please include the following information with your response: name and address of firm, point of contact and telephone number, business size (i.e. large, small, small disadvantaged, 8(a), women-owned, veteran-owned, service-disabled veteran-owned, HUBZone, HBCU/MI - historically black colleges and universities/minority institutions).
