Solicitation Number: N68335-10-R-0266 Notice Type: Sources Sought / Request for Information REQUEST FOR INFORMATION PURSUANT TO FAR 15.201(e) BACKGROUND: Air Traffic Control Processing and Display (ATCP&D) Branch of the Identifications Systems Division (IDS), Naval Air Warfare Center Aircraft Division (NAWCAD), is planning to install an Air Traffic Control (ATC) shipboard training system onboard carrier vessel nuclear (CVN), landing helicopter amphibious (LHA) and landing helicopter dock (LHD) class vessels. The goal of the ATC Ship Simulator Device (SSD) is to provide realistic ATC training within the shipboard environment, and eliminate the need to transport sailors to shore-based training facilities. This embedded simulation capability will increase the availability of training systems, which will enhance situational awareness, decision-making, and overall training proficiency in team and individual capacities. The goal of this Request for Information (RFI) is to explore the technical aspects of the software component of this new training capability. Any additional required hardware will be Commercial off the shelf (COTS), using non-proprietary standards, and will be procured separately. As such, software development and integration will be the focus of this RFI. Industry input is sought to assist in identifying features, latest capabilities, and technologies. Please note that the ATCP&D Branch will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. OBJECTIVES: The primary objective for the ATC SSD project is to develop an ATC training system that will provide training scenarios in an environment that clearly emulates live air traffic and integrates with the AN/TPX-42A(V)14 Interrogator Set, Carrier Air Traffic Control Center/Amphibious Air Traffic Control Direct Altitude and Identity Readout (CATCC/AATC DAIR) system without endangering aviation assets or crew members during learning evolutions. TECHNICAL DISCUSSION: Respondents should be able to describe their capabilities and technologies to satisfy the following: 1. The system should separate training data from live data. 2. The system should provide simulated-aircraft. 3. The system should provide scenario control for the instructor. 4. The system should provide voice communication between consoles. 5. The system should provide voice recognition of ATC commands. 6. The system should stimulate operational ATC equipment. 7. The system should be able to record, replay and freeze a training scenario, and replay it from a specific moment in time, allowing trainee interaction. 8. The system should be hardware independent. 9. The system should be executable on the Linux-based BlueCat operating system. 10. The system should provide a method for identifying software problems. 11. The system software should be maintainable via software upgrade. 12. The system should reload a selected software version from a storage device. INFORMATION REQUESTED ATCP&D is requesting that the following items (where applicable) be provided: 1. A company description and discussion of company capabilities with respect to fulfilling the objectives outlined in this RFI. 2. A description of previous experience in the development of similar software. 3. Provide any additional information that will assist in understanding your responses to the RFI. Interested vendors should elaborate their submittals for an ATC SSD as it would apply to the ATCP&D function and as to how it might be employed in a Department of Defense (DOD) environment. In response to this RFI, respondents are asked to submit written responses, preferably via electronic mail. Written responses to this RFI should not exceed twenty (20) pages. However, you are reminded that the Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. Although this information is intended for future acquisition planning purposes, ATCP&D Branch of IDS will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. Nor, will ATCP&D Branch of IDS use any information you provide us to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
