CONTRACT INFORMATION: Boise VA Medical Center, Boise, Idaho is seeking qualified Architect/Engineering Firms for award of one Firm Fixed Priced Contract to perform the Architect/Engineering services outlined and described herein. The Construction Cost Range for Project 531-320 is between $5,000,000 and $10,000,000. SCOPE OF SERVICE Project 531-320, ICU 3rd Floor, Building 67: Provide Architect/Engineer professional services to include preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of contract drawings and specifications, sample boards, preparation of cost estimates, construction period services, site visits, and other services necessary for Project 531-320, ICU 3rd Floor, Building 67, at VA Medical Center, Boise, Idaho. Design shall include any surveys, testing, or commissioning required to provide a complete design. This project will infill a portion of Building 67 between the south and center wings on the first, second, and third floors. The feasibility of infilling the basement level will also be evaluated and included if feasible and funding allows. The project will add approximately 2,512 sf per floor. It will also remodel portions of the existing floors to allow for proper tie in of the new space. Ward 2P on the 2nd floor will be completely remodeled to create a modern psychiatric ward that meets current standards. The new first floor space will be used for offices and police service functions. The exiting first floor will be remodeled as necessary to incorporate the new space into the existing space. The location for this addition is very constricted. Construction activities will have to be carefully planned for and coordinated with other projects scheduled for the VA. The new building will facilitate improvements in patient safety, confidentiality, dignity, and infection control. The A/E shall meet with key VA staff at appropriate points throughout the design. The following evaluation criteria shall be strictly adhered to: FAR 36.602-1. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry. In addition to the evaluation criteria set forth in FAR 36.602-1 the board will consider the factors set forth in the Veterans Affairs Acquisition Regulations 836.602-1as follows. (a) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (b) Record of significant claims against the client because of improper or incomplete architectural and engineering services. (c) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Values will be assigned to each factor in determining the relative qualifications of the firms identified as qualified through the pre-selection process. Firms will then be ranked and the VA will hold discussions with a minimum of three of the top ranked firms. The values may be confirmed or adjustments may be made as a result of the discussions. Per FAR part 36.36.602-4(a) The final selection decision shall be made by the agency head or a designated selection authority.
