Description
The Naval Research Laboratory (NRL) is seeking contractor support in disciplines related to Electronic Warfare (EW) and computer simulation. This support covers such disciplines as scientific research, engineering design and development, operational and technical support, and computer modeling and simulation. The contractor shall provide research, engineering services, and assistance in support of seven basic areas: Basic Engineering Design; Hardware Prototyping; Electronic Warfare Analysis; Computer Modeling and Simulation; Website Development; Technical Writing, and; Conference Support. Contractor support will concentrate on theoretical research, system research and development (R&D), computer modeling and simulation, test and evaluation (T&E) and verification and validation (V&V) of computer programs developed by NRL, and the development of EW related hardware. The unique nature of this research requires access to NRL hardware, classified computing resources, and classified databases. A major portion of the work be performed on-site at the Naval Research Laboratory. A detailed Statement of Work will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated total level of effort is 78,300 hours for the base year and each option, if exercised. The incumbent contractor is Global Strategies Group (North America), Incorporated, 2200 Defense Highway, Suite 405, Crofton, MD 21114-2929, under Contract Number N00173-03-C-2021. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the Offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
