Description
The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Unintentional Injury Prevention, intends to award a sole source contract to ResearchWorks, 12396 World Trade Drive, Suite 313, San Diego, CA 92128 for the acquisition of Older Adult Mobility Assessment Tool Plan. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541613, Marketing Consulting Services. The period of performance for this procurement is 12 months. The purpose of this procurement is for ResearchWorks to conduct environmental scans, expert interviews and panel discussions, form key partnerships, and create an Older Adult Mobility Assessment Tool Plan. This foundational scientific work is necessary to the development of a tool that is informed by current science and has been thought through by a wide range of experts and partners. ResearchWorks is the only source that has developed a unique segmentation model, which led to a new perspective on the diverse population of older Americans and their future needs. The amount of background work and unique modeling, using both their marketing and epidemiologic perspectives, which ResearchWorks carried out in developing the model has not been carried out by any other contractor. Moreover, this foundational work would be time and cost prohibitive for another contractor to carry out prior to beginning work in the current contract's purpose of moving the work forward to develop an Older Adult Mobility Assessment Tool plan. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to ResearchWorks. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to Leslie Jones via email ONLY at jxy6@cdc.gov with the "Solicitation number 2010-Q-12400" referenced in the subject line NO LATER THAN July 16, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
