Description
Drawing package for Binospec Support Structure Assembly Request for Proposal (RFP) document package The Smithsonian Astrophysical Observatory (SAO) requires the fabrication and delivery of a Support Structure Assembly for the Binospec Spectrograph used on the MMT telescope at the Fred Lawrence Whipple Observatory (FLWO) in Amado, Arizona. The assembly will contain a main mounting flange, an inner bench assembly, a honey comb lightweight optical bench, a total of twelve (12) long struts that connect the optical bench to the main mounting flange and six (6) short struts that connect the inner bench to the optical bench. The mounting flange is made from 400 series stainless steel. The diameter is 74 inches OD, 63 inches ID and 6 inches in height and weighs ~ 577 lbs. The long struts are made from 300 series stainless steel and are 30 inches long, 1.5 inches in diameter and weigh ~18 lbs each. The optical bench, short struts and inner bench are all made from 6061-T651. The optical bench is fabricated from two (2) 0.3 inch thick face sheets bolted to a lightweight core 84 inches in diameter and 8 inches thick and weighs ~757 lbs. The inner bench is 60 inches by 40 inches and 6 inches thick and weighs ~195 lbs. The short struts are 16 inches long, 2 inches in diameter and weigh ~5.7 lbs each. There are several precision machined surfaces as well as mechanical alignment tolerances that are held to.001 inches. Proposals are to be prepared in accordance with the attached Instructions. A firm-fixed price contract for this procurement is contemplated. Offers will be evaluated on: (1) Evidence of technical expertise and infrastructure to fabricate and test large precision lightweight structures of this type at a level deemed sufficient by SAO; (2) Offeror's prior experience and past performance with items of comparable complexity, size, tolerances and materials; (3) total price to the Government; and (4) delivery schedule. The firm date for receipt of proposals is 30 July 2010 at 5:15 PM (EDT). The anticipated award date is on or about 16 August 2010. The anticipated delivery date for the Support Structure Assembly will be TBD after receipt of award of the contract. Delivery is F.O.B. Destination, Cambridge, Massachusetts. This is a Small Business Set Aside. The North American Industry Classification (NAICS) code and size standard are 332710 and 500 employees, respectively. All qualified, responsible small business sources may submit an offer, which will be considered by the SAO. This procurement is being conducted using the methods described in the Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items.
