Description
Title of Project: Medical Examiner/Coroner Data Collection Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for this acquisition is 541990 with a size standard of $7.0 M. Background: The National Violent Death Reporting System (NVDRS) has been in existence since 2002. Medical Examiner/Coroner data is one of the four main data sources for the system. There are seventeen states currently funded to collect data for NVDRS. Access to and entry of data into NVDRS is critical to the success of the system. The program also needs to demonstrate the value of NVDRS for providing data to prevent and reduce violent deaths through dissemination of information in peer review journals and other publications. Medical examiner/coroner data is a critical data source needed to provide information for NVDRS. The ability to better access and improve medical examiner/coroner data will ultimately lead to improved information regarding violent deaths. Purpose and Objectives: The purpose of this contract is to collaborate with a national organization that represents medical examiners (ME) and or coroners to develop strategies for improving data collection from ME/coroners. The contractor shall assist with issues related to data collection from medical examiners/coroners. The contractor will help with updating medical examiners/coroners regarding NVDRS through publications and attendance/presentation at various meetings. Project requirements: The contractor shall perform the following tasks: 1. Serve as a liaison between medical examiners/coroners and the National Violent Death Reporting System (NVDRS). 2. Send at least one medical examiner to the NVDRS Reverse Site Visit. 3. Coordinate presentations and other educational opportunities to keep medical examiners informed about the progress and importance of NVDRS. 4. Support the adoption and use of electronic records system by medical examiners. Option Year: 1. Serve as a liaison between medical examiners/coroners and the National Violent Death Reporting System (NVDRS). 2. Send at least one medical examiner to the NVDRS Reverse Site Visit. 3. Coordinate presentations and other educational opportunities to keep medical examiners informed about the progress and importance of NVDRS. 4. Support the adoption and use of electronic records system by medical examiners. Anticipated period of performance. The period of performance shall be 24 months from the contract award date. Other important considerations: The contractor should possess the following skills, expertise and experience: 1. Knowledge of the data requirements for the National Violent Death Reporting System. 2. Experience working with or representing medical examiners and coroners to develop data collect methods or quality standards. 3. Ability or process of communicating with medical examiners and possibly coroners nationwide regularly. 4. Authority to represent medical examiners and possibly coroners nationwide. Capability statement /information sought: Please explain, in detail, your experience, knowledge and ability to provide the following: 1. Your opinion about the difficulty and or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts. 2. Your staff expertise, including your availability, experience, and formal and other training. 3. Your current in house capability and capacity to perform the work. 4. Your completed projects of similar nature. 5. Your corporate experience and management capability. Provide any examples of prior completed Government contracts, reference, and other related information. 6. Provide a rough order of magnitude (estimated cost) of the effort or time that may be required for completion of the work. If so, please identify the agency that approved the system. d) Business size and type of business, (e. g., small business, 8(a), woman owned, veteran owned, etc.) pursuant to the applicable NAICS code 541990, size standards which is $7.0 M. e) Point of Contact, phone, fax and email address of individuals who can verify the demonstrated capabilities identified in the response. Page Limitation: Capability Statements shall be limited to 6 single-spaced pages including cover page. Pages shall be formatted as follows: MS Word, 8 ½ x 11, 12 pitch, Times New Roman font with one (1) inch margins. Response Due Date: Submit capability statements via email to Leslie Jones, Contract Specialist at jxy6@cdc.gov. Responses must be submitted not later than 2:30 pm, Eastern Standard Time (EST) by July 16, 2010. Capability statements will NOT be accepted after the due date. The Government will not return capability statements received. "Disclaimer and Important Notes. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
