- This Synopsis was original posted 7 June under Sources Sought Notice "F2A3E10137A002". It is being reposted to facilitate the upcoming Solicitation. Grand Forks Air Force Base intends to award a construction contract with the work requirements to be performed by the contractor consisting of, but not limited to Adding Electrical Utilities, Electrical Services & Repair of building 516. The project also contains plumbing, HVAC/EMCS, welding, fire suppression, and earthwork, all other support construction as required. All work shall be in conformance with the requirements of the contract including furnishing all plant, labor, and materials in strict accordance with plans and specifications of the contract and as specified in the Technical Provisions. This acquisition will be a Small Business Set-Aside. The resulting contract will be a Firm Fixed Price contract with a magnitude between $500,000 to $1,000,000. The performance period will be 150 days with a winter exclusion of 1 Nov through 15 Apr. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code is 236210, Industrial Building Construction, with a small business size standard of $33.5 million. All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued.
