- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capitol Acquisition Division (NCAD), specifically the Simplified Acquisition Branch intends to negotiate on a sole source basis with GeoCue Corporation using the procedures in FAR Parts 6 and 13. The DOC, NOAA, National Ocean Service (NOS), National Geodetic Survey (NGS), specifically the Remote Sensing Division (RDS) currently uses technologies for shoreline mapping that are remote sensing techniques such as analog film, digital imagery and airborne topographic lidar. NGS/RSD requires a geospatial process management system that is compatible with the existing technologies and will become an integral component to support, organize and manage NGS/RSD programs that ensure the safety and efficiency of U.S. private and commercial navigation, both in the air and on the seas. The addition of the geospatial process management system for NGS/RSD digital camera workflow will allow for productivity gains and improvements and allow NGS/RSD to bridge the lidar and digital camera workflows into one over-arching management and project tracking system. Currently GeoCue software is fully integrated into the NGS/RSD lidar processing workflow and GeoCue Corporation is the only party known to NOAA that can provide a geospatial process management system that will be compatible with the existing NGS/RSD shoreline mapping technologies. The statutory authority for other than full and open competition is 41 USC 253(c) (1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541512 with a small business size standard of $18.0 M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-42. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
