Description
The purpose of this Sources Sought/Market Survey is to identify production sources for the cover assembly that fits on the MK 14 Mod 3 cartridge tank. The top drawings available are as follows drawing number 2642781 for the assembly with detail drawings 389116, 423034. The exceptions list is as follows Tank Cover drawing number 2642781: Delete Note 14 In Its Entirety Field Of Drawing, Zone C4 Change DL2642781 To ADL 10001-2642781 Tank Cover drawing number 423034: Add Interpret Drawing In Accordance With MIL-STD-100 Change Classification Of Charateristic Block Change From Minor 1 TO Minor 1 Annotated Field Of Drawing, Piece No. 2 Change DL2642781 To ADL 10001-2642781 Notice: The Technical Data Package (TDP) associated with the Navy Gun MK14 Mod 3 Cartridge Tank Cover Assembly is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. The MK 14 Mod 3 cartridge tank cover assembly historically has been stamped parts consisting of four major components, the cover which is made from aluminum alloy QQ-A-250/2, 3003-0, the cover ring made from aluminum alloy QQ-A-250/8 H22, H32, the bail (handle) made from High Strength Steel zinc plate ASTM B633, Type II CL SC4 and the bail bracket made from aluminum alloy QQ-A-250/8 H22, H32. The cover is a stamped cylindrical part approximately 6.85 inches in diameter this part interfaces with the tank gasket. The cover ring is also a cylindrical part that is approximately 6.625 inches diameter and fits on top of the cover. When the cover ring and cover are assembled together they are free to spin independent of each other. The bail is a formed rod in the shape of a semi circle and is attached to the cover ring by formed bail brackets and universal head rivets. The cover assembly shall have the manufacture stamp and year manufactured. The parts must be assembled and will then be packaged in appropriate packaging which must be approved by the Government. The governments interest would be between 40,000-80,000 cartridge tank covers which are used on the MK14 MOD 3 Tank. Interested companies should provide minimum production requirements and state any production limitations. Companies are requested to produce a rough order of magnitude price. Interested companies should respond by providing the government the following information: a brief summary of the companys capabilities (A description of the facilities, list of machinery, personnel experience, and past manufacturing experience) as it relates to the above criteria and availability. A respondent to this survey must have a majority of the skills, equipment and facilities that are required to manufacture this part. If a respondent does not have adequate resources (technical, Manufacturing, personnel, ect.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these same criteria. Respondents must identify which items they plan on subcontracting. A respondent must note their current quality system certifications. Further they must state how they manage their subcontractors. All contractors interested in this notice must be registered in the Central Contractor Registration Database. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically to gail.thompson2@us.army.mil. All submission shall be submitted no later than 3 August 2010 and identify W52P1J-10-R-0195 and the MK14 Cartridge Case Cover Assembly. All information submitted will be held in a confidential status.
