- HWMP Soliciation W91ZRS-10-T-0009 1 LOCATION: Bradley ANG Base, 100 Nicholson Rd, East Granby, CT 06026-9309. Arrangements for entrance onto the Base must be made by contacting Base Environmental at (860) 292-2790 or (860) 604-1904 between the hours of 8:00 a.m. and 3:00 p.m., Monday through Friday. 2. PURPOSE: The purpose of this Statement of Work (SOW) is to outline the tasks required to review, modify, and update the Air National Guard (ANG) Facility Hazardous Waste Management Plan (HWMP). 3. BACKGROUND: The ANG facility maintains a Hazardous Waste Management Plan (HWMP) that reflects hazardous wastes (HW) generated on the base. The plan will need to be updated to accurately reflect waste streams generated, locations of waste generation and base personnel responsible for compliance with hazardous waste regulations. The ANG Facility has undergone recent changes regarding operations and tenants along with extensive new building construction and old building demolition. The HWMP requires a major revision to reflect the new locations of HW generation, updated facility maps and inclusion of new regulatory information. 4 SCOPE: Under the provisions of this SOW the contractor shall accomplish the following: 5 SUMMARY OF WORK: Work shall consist of, but not limited to: • PERFORM SITE SURVEY The contractor shall provide personnel knowledgeable in Federal Hazardous Waste Regulations to perform a site survey of both facilities. The site survey shall include a review of the current HWMP, tour of both bases to include all industrial shops and locations of hazardous waste generation, verification of HW streams listed in the current HWMP, identification of new HW streams and verification of personnel listed in the current HWMP. The site survey shall be coordinated in advance with the Environmental Manager (EM). For security reasons, the contractor shall provide names and social security numbers of all personnel participating in the site survey. The information must be provided a minimum of one week prior to the site survey. • DRAFT HAZARDOUS WASTE MANAGEMENT PLAN The contractor shall incorporate all information gathered during the site visit into a revised Draft HWMP. The draft plan shall meet Federal requirements listed in 40 Code of Federal Regulations (CFR) and the State of Connecticut Requirements. The format of the current HWMP may be used or revised to a different format, provided it meets Air National Guard requirements. The Draft HWMP shall include the following at a minimum: • Updated Facility Maps that accurately reflect recent building construction /demolition • Updated list of Waste Streams • Shop name, location • Proper Shipping name, Hazard Class, Packing Group and Label Codes from 49 CFR 172.101 for each identified Waste Stream (when possible) • Updated Waste Stream identification numbering system that reflects the current locations of shops on the base • Updated list of personnel with Hazardous Waste duties • Updated references to Hazardous Waste Regulations (federal and state) • Updated HW Analysis Plan • Updated HW Training Section • Updated guidance on record keeping and reporting • Hazardous Waste Contingency Procedures • Emergency Response procedures • Outline of Universal Waste Regulations (federal and state) • Management of Medical Waste • Other information required by the Air National guard • Other information deemed pertinent by the EM and the contractor The Contractor shall provide two copies of the Draft HWMP within twelve weeks of the Site Survey for review. One hard copy and one electronic copy on CD shall be provided to the EM. • FINAL HAZARDOUS WASTE MANAGEMENT PLAN Within one month of receipt of the EM comments on the Draft-Final HWMP, the contractor shall provide three electronic copies of the Final HWMP on CD and one hard copy of the Plan for the EM, and one electronic copy for ANG/A7CV. 6 DELIVERABLES: • DELIVERABLE ONE Deliverable one consists of travel, lodging and days on base to perform the Site Survey. Deliverable Once will occur within a time interval deemed suitable by the Facility Environmental Management Office and the contractor. • DELIVERABLE TWO Deliverable Two consists of publication of the Draft Hazardous Waste Management Plan. Deliverable Two will occur within twelve weeks of conclusion of the Site Survey. • DELIVERABLE THREE Deliverable Three consist of publication of the Final Hazardous Waste Management Plan (One Hard Copy and Four Electronic Copies). Deliverable Three will occur within four weeks of receipt of EM comments on the Draft HWMP. • PERIOD OF PERFORMANCE The Period of Performance will be one year from the date of award. Partial billing, based on deliverables, is authorized.
