Description
The National Institute of Standards and Technology (NIST), Optical Technology Division, has as its primary mission to advance the optical radiation measurement science and standards required by industry, government, and academic programs that are dependent on optical technology for their competiveness and success. The Division has the institutional responsibility for maintaining two of the seven base units of the international system of units (SI): the unit for temperature, the kelvin (K), above 1234.96 K, the freezing point of silver, and the unit of luminous intensity, the candela. The Optical Technology Division has established support systems for measurement scales relating to optical radiation: spectral radiance and radiance temperature of sources, spectral radiance responsivity of pyrometers and radiometers, reflectance, transmittance, and emittance of materials. These existing capabilities extend over the wavelength range of approximately 1 µm to 14 µm and over a temperature range of approximately 230 K to 1300 K. Recently, the advancement of science and technology in a number of areas, such as Earth remote sensing, has led to new requirements for extension of these scales to lower temperatures (to 200 K) and longer wavelengths (to 100 µm). In order to perform precision radiometric measurements at the required temperatures, the measurements must be performed under controlled and low background temperatures, as well as under either vacuum and/or high purity purge gas (which also requires vacuum to achieve high purity). This will be achieved by the use of a controlled background system (CBS), which will form the core of a complete facility: a Controlled Background System for Spectrophotometry and Spectroradiometry (CBS3) Facility. This new NIST primary standard facility is being established for realization of both spectral radiance and reflectance in the mid- and far-infrared. The objective of the CBS3 Facility is to develop an advanced primary standard with proven accuracy and, based on fundamental and reproducible physical standards, to assure SI traceability. The measurements of diffuse reflectance and directional emittance of important coatings and materials will also be supported. The CBS system will be used for the derivation and dissemination of spectral radiance and reflectance scales in the mid to far infrared from 2.5 to 100 micrometers. The system will also be used for the calibration support of new instrumentation on future NASA missions as well as for other government agency and industrial customer sources, sensors and components. The Contractor shall design, construct, assemble, deliver, install, and test a CBS system including a vacuum chamber, integrated optical interface, internal temperature-controlled shrouds, pumping system, temperature monitor system, and additional elements that will be detailed in the solicitation. The statement of work is comprised of three base line items for the design of the system and three option line items for construction, installation, and training. The period of performance for the base and option line items will be defined in the solicitation The CBS shall be procured using the procedures set forth in FAR Part 15 Contracting by Negotiation. Full and open competition shall be utilized. The NAICS code for this requirement is 334516 and the small business size standard is 500 employees.
