- This is an announcement that the Government will issue a call against an existing Blanket Purchase Agreement (BPA) for consignment items used in the Plastic Surgery Department at the Naval Medical Center Portsmouth Virginia. Manufacturers/Suppliers of like items may submit their items and pricing for evaluation for possible award of a BPA. Acceptance/rejection of items is at the sole discretion of the Naval Medical Center Portsmouth.
