Description
Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest and ability of Large Businesses, Small Businesses, Hub-Zone, 8(a), and Service Disabled Veteran owned Small Businesses that have Lenel certified installers on staff and to convert existing Honeywell systems to Lenel systems at Ft. Carson, CO as follows: Provide all planning, labor, materials, equipment, programming, services necessary to convert the existing Honeywell PRO2200 access controllers (approx 37) with Lenel Onguard access controllers and program the new controllers and client workstations into the Ft. Carson NEC Lenel Onguard database and server. Existing wiring, card readers, door hardware, power supplies and request to exit switches will remain. Installation includes new client workstations and license, programming, and testing of all necessary components. Installer Qualifications: Personnel shall have a Top Secret clearance and SSCI access and the ability to obtain a FT Carson network account. Have an understanding of SQL data base for Lenel 2005/2008 to include securables, principles and service accounts. Understand SQL server native client to perform user support, create, backup and restore databases, perform transaction log maintenance work with SQL server 2005/2008 assist with application patching and upgrades. Program all system components into the Security Management System (SMS). Perform full system check and final inspection. The company must have Lenel certified installer on staff. In addition to the above we are also looking for companies with Lenel certified installers for anticipated workload requirements, which may be short notice requirements. It is anticipated that the NAICS code for any resulting procurements will be 561621 with a size standard of $12,500,000, however this is subject to change. Please also indicate your small business status under the $7,000,000 size standard. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. In responding to this sources sought, please indicate: (1) Your interest in and ability to do the above work to include past performance examples with similar types of projects of this nature and scope. Please include dollar values and contract numbers of past projects and total completion time. Indicate whether you were a sub-contractor or a prime contractor. (2)Indicate if your business is 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small. (3) Specify how much of the work that you have previously done with your own workforce on these types of projects. It is anticipated that 52.219-14, Limitations on Subcontracting or a similar clause will apply to any solicitation or award. This clause states that At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Would your company be able to do 50% of the work on the outlined project with your own workforce? (4) Company information to include Company Name, Physical address, Phone Number, and E-mail address. (5) Can you meet the security requirements? (6) If you are located outside of the Colorado Springs area, do you have a presence in the Colorado Springs area? Would it be economically viable and of company interest to support projects in the following magnitude of ranges: Under $25,000 $50,000-$100,000 $100,000-$500,000 $500,000-$1,000,000 $1,000,000 and above subject to requirements to do 50% of the work with your own workforce? Submit this information to the POC below NLT COB 9 July 2010, preferably via e-mail. It is not known when or if a solicitation will be issued for these projects; we are querying the market to see what is available. When and or if a solicitation or combined solicitation/synopsis is released; it will be made available on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. However, including your company name on the Bidders Mailing List in and of itself is not enough to express interest in this project and will not be considered to be a response to this sources sought notice. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
